January 11, 2013 Highway Committee Meeting

 

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at

9:00 a.m. in the Waupaca County Highway Department office building.

 

Members present – Chairman Flease, Supervisors, Jonely, Aasen and Peterson. Supervisor Mares was excused.

 

Also present were Dean Steingraber, Highway Commissioner and Jill Lodewegen, Administrative Assistant.

 

Chairman Flease presented the open meeting statement.

 

MOTION Peterson/Jonely to approve the minutes of the December 21, 2012 regular  Committee Meeting.  Passed, voice vote.

 

MOTION Jonely/Peterson to approve the Agenda of the January 11, 2013 regular meeting of the Highway Committee.  Passed, voice vote.

 

The Committee members reviewed 1 bill batch printout dated 1/3/13.  MOTION Jonely/Peterson to approve the bill batches as presented.  Passed, voice vote.

 

Mr. Steingraber gave the Commissioner’s Report.

 

Mr. Steingraber recommended that the committee approve Federal Bridge Aid application for the CTH “E” (Berlin Street) bridge replacement. MOTION Peterson/Jonely to apply for Federal Bridge Aid for the CTH “E” (Berlin Street) bridge replacement. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the following payment for the Right of Way purchase on CTH “T” from Collier Road to CTH “N”:

MOTION Jonely/Peterson to approve above payments for Right of Way purchases. Passed, voice vote.

 

 

 

 

Mr. Steingraber discussed the proposed $1,830 request by the Ethel O’Brien Trust to have Waupaca County pay $1,830 for additional fees. MOTION Jonely/Peterson to approve the creation of an administrative settlement form for the Ethel O’Brien Trust in the amount of $1,830 for additional fees. Passed, voice vote.

 

Mr. Steingraber explained to the committee that the City of Waupaca fulfilled their 2012 service agreement with enough extra spent to fulfill all of 2011 and part of 2010’s shortfall.  He asked the committee if they would want to reconsider extending another service agreement to the City. MOTION Peterson/Jonely to extend another 3 year contract to the City of Waupaca. Passed, voice vote.

 

MOTION Peterson/Flease to approve and forward the Resolution of Support for Second Consideration of the Constitutional Amendment to Protect the Transportation Fund to the County Board. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve a new uniform policy to pay 100% cost of uniforms for the personnel involved in shop operations.  MOTION Jonely/Peterson to approve a new uniform policy to pay 100% cost of uniforms for all shop personnel. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the advertising for bids of construction maintenance materials for 2013. MOTION Jonely/Peterson to approve the advertising for bids of construction maintenance materials for 2013.

 

Mr. Steingraber recommended that the committee approve keeping the salt, sand/salt and patching material pricing the same price in 2013 as it was in 2012. Salt $60 for service agreement customer, $66 for non service agreement customers. Sand/salt $23 for service, $25.30 for non service and patching $70 for service and $77 for non service.  MOTION Jonely/Peterson to keep salt, sand/salt and patching material pricing the same price in 2013 as it was in 2012. Passed, voice vote.
