November 16, 2012 Highway Committee Meeting

 

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.

 

Members present – Chairman Flease, Supervisors, Jonely, Mares, Aasen and Peterson.

 

Also present were Dean Steingraber, Highway Commissioner and Jill Lodewegen, Administrative Assistant.

 

Chairman Flease presented the open meeting statement.

 

MOTION Peterson/Mares to approve the minutes of the November 2, 2012 regular  Committee Meeting.  Passed, voice vote.

 

MOTION Jonely/Peterson to approve the Agenda of the November 16, 2012 regular meeting of the Highway Committee with adding John Edlebeck, Public Works/Utility Director for the City of Waupaca appointment for 9:20 a.m..  Passed, voice vote.

 

The Committee members reviewed 1 bill batch printouts dated 11/8/12.  MOTION Peterson/Mares to approve the bill batches as presented.  Passed, voice vote.

 

The Committee discussed with John Edlebeck, Public Works/Utility Director for the City of Waupaca the need to discontinue the joint facility study with the City of Waupaca due to fiscal restraints. Mr. Edlebeck stated he understood the committee decision and appreciated that the County and City communicated and worked well together. Mr. Edlebeck asked the Committee to recommend to the County Board that a motion be made stating this decision so that he could then take to the City Council and move forward with the future plans of the City. The committee said that they would plan on doing so and would get a letter out to Mr. Edlebeck with that information.

 

Mr. Steingraber gave the Commissioner’s Report.

 

There was no action on agenda item 2, 3, 4, 5, 6, 7 and 8.

 

Mr. Steingraber recommended the committee approve the Administrative Revision for Waupaca County Highway Department to offer 1.1% over appraisal for parcel #49, Mark & Gwinette Zielke of the CTH “T” (Collier Rd to CTH “N” ) project in the amount of $25,975.00 vs the  $25,700 to be consistent with the land value offered to all other landowners on the project.  MOTION Peterson/Aason to approve the Administrative Revision for Waupaca County Highway Department to offer 1.1% over appraisal for parcel #49, Mark & Gwinette Zielke of the CTH “T” (Collier Rd to CTH “N” ) project in the amount of $25,975.00 vs the  $25,700 to be consistent with the land value offered to all other landowners on the project. Mr. Steingraber recommended that the committee approve the following payments for the Right of Way purchase on CTH “T” from Collier Road to CTH “N”:
