October 19, 2012 Highway Committee Meeting

 

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.

 

Members present – Chairman Flease, Supervisors, Jonely, Mares and Peterson. Supervisor Aasen  joined the meeting at 9:45 a.m.

 

Also present were Dean Steingraber, Highway Commissioner and Jill Lodewegen, Administrative Assistant.

 

Chairman Flease presented the open meeting statement.

 

MOTION Mares/Jonely to approve the minutes of the October 5, 2012 regular meeting and the October 10 Special Highway Committee Meeting.  Passed, voice vote.

 

MOTION Peterson/Jonely to approve the Agenda of the October 19, 2012 regular meeting of the Highway Committee with the addition of Amanda Welch, Waupaca County Human Resource Director as an appointment for 10 a.m.  Passed, voice vote.

 

The Committee members reviewed 1 bill batch printout dated 10/11/12.  MOTION Jonely/Peterson to approve the bill batch as presented.  Passed, voice vote.

 

Mr. Steingraber gave the Commissioner’s Report.

 

There was no action on agenda item 2, 3 and 4.

 

Mr. Steingraber recommended that the committee approve the CTH “D” design bid by Martenson & Eisele, Inc $33,726.49 which includes a subcontractor bid of $2,470. MOTION Mares/Peterson to accept the CTH “D” design bid by Martenson & Eisele, Inc $33,726.49 which includes a subcontractor bid of $2,470.  Passed, voice vote.

 

There was no action on agenda item 6, 7 and 8.

 

 

 

 

Mr. Steingraber recommended the committee approve the Administrative Revision showing Waupaca County Highway Department offering 7.3% over appraisal for R/W for parcel #34 (A,B,C) of the CTH “T” (Collier to CTH “N”) project in the amount of $3,500/acre vs the appraisal of $3,200/acre to be consistent and fair with what we are paying other landowners on that same project.  MOTION Peterson/Mares to approve the Administrative Revision showing Waupaca County Highway Department offering 7.3% over appraisal for R/W for parcel #34 (A,B,C) of the CTH “T” (Collier to CTH “N”) project in the amount of $3,500/acre vs the appraisal of $3,200/acre to be consistent and fair with what we are paying other landowners on that same project. Passed, voice vote.

 

Mr. Steingraber recommended that the committee approve the payment of $2,025 to Shirley Steingraber for Right of Way parcel #5 & 6 for the CTH “T” from CTH “D” to Collier Road project. And the following payments for the Right of Way purchase on CTH “T” from Collier to Collier Road:

MOTION Mares/Jonely to approve above payments for Right of Way purchases. Passed, voice vote.

 

MOTION Jonely/Peterson to suspend discussion on the joint Facilty Study between the City of Waupaca and Waupaca County Highway due to fiscal restraints. Passed, voice vote.

 

Mr. Steingraber recommended that the committee review the service agreement cost per mile prior to the Waupaca County Highway Department renewing any service agreements that will expire in 2012. MOTION Jonely/Peterson to keep the same per mile price of $1,000 a mile for service agreement that are signed for 2 or more years and $1,200 for service agreement signed for  1 year. Passed, voice vote.

 

There was no action on agenda item 12, 13, 14 and 15.

 

MOTION Aasen/Jonely to adjourn at 11:13 a.m.  Passed, voice vote.
