August 23, 2012 Highway Committee Meeting

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.

Members present – Chairman Flease, Supervisors Aasen, Mares and Peterson. Chairman Jonely was excused.

Also present were Dean Steingraber, Highway Commissioner and Jill Lodewegen, Administrative Assistant.

Chairman Flease presented the open meeting statement.

MOTION Peterson/Mares to approve the minutes of the August 9, 2012 regular meeting of the Highway Committee.  Passed, voice vote.

MOTION Peterson/Mares to approve the Agenda of the August 23, 2012 regular meeting of the Highway Committee as they were presented.  Passed, voice vote.

The Committee members reviewed 1 bill batch printout dated 8/16/12.  MOTION Mares/Peterson to approve the bill batch as presented.  Passed, voice vote.

Mr. Steingraber gave the Commissioner’s Report.

• He discussed calendar dates that involve the Committee.
• He discussed the Department projects.
• He distributed and discussed the Summary of All Jobs Total Actual VS Budget
• He distributed and discussed the July Routine Maintenance, Service and Non-service Agreement and Machinery reports.

There was no action on agenda item 2, 3, 4, 5, 6, 7, and 8.

Mr. Steingraber presented an agreement signed by the Town of Lebanon to share the cost of the construction of the Round-About at the CTH “T”/Collier Rd/Tank Rd intersection and recommended that the committee allow him to sign said agreement.  MOTION Peterson/Mares to approve signing the agreement with the Town of Lebanon to share the cost of the construction of the Round-About at the CTH “T”/Collier Rd/Tank Rd intersection. Passed, voice vote.

Mr. Steingraber recommended that the committee approve the payment for the Right of Way purchase on CTH “T” from CTH “D” to Collier Road of parcels number 28 and 33 to David Kusserow in the amount of $6,250. MOTION Mares/Peterson to approve the payment for the Right of Way purchase on CTH “T” from CTH “D” to Collier Road of parcels number 28 and 33 to David Kusserow in the amount of $6,250. Passed, voice vote.

Mr. Steingraber  presented a 50/50 bridge/culvert petition for the Town of Dayton for West Road for $50,000 cost share. MOTION Peterson/Mares to accept the 50/50 bridge/culvert petition for the Town of Dayton for West Road for $50,000 cost share. Passed, voice vote.

Mr. Steingraber recommended that the committee approve the 2013 Waupaca County Highway Department budget to be presented to the Waupaca County Finance Department.  MOTION Peterson/Aasen to approve the 2013 Waupaca County Highway Department budget to be presented to the Waupaca County Finance Department. Passed, voice vote.

There was no action on agenda item 12 and 13

Mr. Steingraber recommended that the committee approve the estimate by Commercial Roofing Inc for $5,892 for maintenance for a portion of the Waupaca Highway Department Shop roof. MOTION Mares/Peterson to approve the estimate by Commercial Roofing Inc for $5,892 for maintenance for a portion of the Waupaca Highway Department Shop roof. Passed, voice vote.

MOTION Aasen/Peterson to adjourn at 11:16 a.m.  Passed, voice vote.
