May 17, 2012 Highway Committee Meeting

 

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.

 

Members present – Chairman Flease, Supervisors Aasen, Mares and Peterson.

 

Also present were Dean Steingraber, Highway Commissioner, and Lisa Coombs, Engineering Specialist.

 

Chairman Flease presented the open meeting statement.

 

MOTION Mares/Peterson to approve the minutes of the May 7, 2012 regular meeting of the Highway Committee.  Passed, voice vote.

 

MOTION Aasen/Peterson to approve the Agenda of the May 17, 2012 regular meeting of the Highway Committee as they were presented.  Passed, voice vote.

 

The Committee members reviewed 1 bill batch printout both dated 5/10/2012.  MOTION Aasen/Peterson to approve the bill batch as presented.  Passed, voice vote.

 

Lance Penney, Chairman; Don Pope, Supervisor; and Colleen McCoy, Clerk from the Town of Lind joined the meeting.  Discussion revolved around mutual highway issues.

 

Jason Paukner with Jewell Associates Engineers, Inc. joined the meeting to discuss the company’s qualifications, as it pertains to planning and highway design.

 

Mr. Steingraber indicated that the Village of Embarrass has requested that the speed limit on CTH Y (current 25 to 35 to 45mph) revised to extend the 25mph and remove the 35mph.  Committee suggested that we ask the Village to share the cost of the traffic engineering study.

 

Mike Krueger, Shop Superintendent, joined the meeting to discuss the use of natural gas as an alternate fuel source for highway equipment.

 

Mr. Steingraber gave the Commissioner’s Report.

 

There was no action on agenda items 2, 3, 4, 5. 

 

Mr. Steingraber recommended that the committee approve the three-party contract with MSA and the WI Department of Transportation for the design of the CTH “E” (South County Line to CTH EE) project for $136,890.79.  MOTION Peterson/Mares to approve the three-party contract with MSA and the WI Department of Transportation for the design of CTH “E” (South County Line to CTH EE) for $136,890.79.   Passed, voice vote.

 

Mr. Steingraber indicated that he had contacted Pete Griffin, who owns a 35 acre parcel on the south side of CTH F about selling a small piece to Waupaca County for a rain garden.  Mr. Griffin recently purchased the property for $130,000 as an investment and asked us to make an offer.  Mr. Steingraber looked at the recommended prices from the CTH T project, and recommended that we offer around $10,000/acre.  MOTION Mares/Peterson to offer $10,000/acre to Griffin for the purchase of property for a rain garden.   Passed, voice vote.

 

There was no action on agenda items 8, 9, 10, 11 or 12. 

 

Mr. Steingraber recommended that the committee approve a reduction in price in inventory of sand at Thiels Pit from $2.50 to $1.50/ton. MOTION Mares/Peterson to approve a reduction in price in inventory of sand at Thiels Pit from $2.50 to $1.50/ton.  Passed, voice vote.

 

Mr. Steingraber recommended the committee approve an asphalt production price of $45/ton. MOTION Peterson/Mares to approve an asphalt production price of $45/ton. Passed, voice vote.

 

MOTION Peterson/Mares to adjourn at 11:30 a.m.  Passed, voice vote.
