April 20, 2012 Highway Committee Meeting
Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.
Members present – Chairman Flease, Supervisors Aasen, Jonely, Mares and Peterson.
Also present was David Schwede, Waupaca County Highway, Dan Schuurman, Beneficial Reuse, Ray Smith, OMNNI Associates, Dean Steingraber, Highway Commissioner, and Jill Lodewegen, Confidential Administrative Assistant.
Chairman Flease presented the open meeting statement.
MOTION Mares/Peterson to re-elect Chairman Flease as Chair of the Waupaca County Highway Committee. Passed, voice vote.
MOTION Peterson/Mares to re-elect Vice-Chairman Jonely as Vice-Chair of the Waupaca County Highway Committee. Passed, voice vote.
MOTION Flease/Jonely to re-elect Secretary Aasen as Secretary of the Waupaca County Highway Committee. Passed, voice vote.
MOTION Mares/Jonely to approve the minutes of the April 6, 2012 regular meeting of the Highway Committee. Passed, voice vote.
MOTION Peterson/Jonely to approve the Agenda of the April 20, 2012 regular meeting of the Highway Committee as they were presented. Passed, voice vote.
Mr. Schuurman discussed how Beneficial Reuse obtains, and distributes to jobs. He also spoke of current projects that his company has been and is currently working on and his company may be able to help the Waupaca County Highway Department with future projects.
The Committee members reviewed 2 bill batch printouts dated 4/12/2012 and 4/18/2012. MOTION Aasen/Jonely to approve the bill batch as presented. Passed, voice vote.
Mr. Steingraber gave the Commissioner’s Report.
There was no action on agenda item 2, 3, 4, 5, 6, 7, 8, and 9.
Mr. Steingraber reviewed Steigerwaldt Land Services, Inc market study for nominal acquisitions on CTH “T” (CTH “D” to Collier Road) of the following: Residential land, 0 to 4.0 acres, of $15,000/acre; residential land, 5 to 15 acres, of $6,000/acre; forested and agricultural land, 15-60 acres, of $3,500/acre; and commercial land of $10,000/acre. Mr. Steingraber recommended that the committee accept the market study for the CTH “T” (CTH “D” to Collier Road) recommended prices for nominal acquisitions from Steigerwaldt Land Services, Inc. MOTION Jonely/Peterson to accept the market study for the CTH “T” (CTH “D” to Collier Road) recommended prices for nominal acquisitions from Steigerwaldt Land Services, Inc. Passed, voice vote.
Mr. Steingraber recommended that the committee sign the Wisconsin Department of Transportation Local Force Account agreement for the paving of USH 45 (STH 54 to CTH “D”) for $206,000. Mr. Steingraber recommended that the committee present the 2011 Annual Report for the Highway Department to the County Board at the May County Board meeting. MOTION Mares/Peterson to present the 2011 Annual Report for the Highway Department to the County Board at the May County Board meeting. Passed, voice vote.
The committee presented Dave Schwede with a plaque, certificate and resolution thanking him for his over 42 years of service as of his retirement date of May 2, 2012. MOTION Jonely/Peterson to approve a resolution thanking Dave Schwede for over 42 years of service at the Waupaca County Highway Department. Passed, voice vote.
There was no action on agenda item 14.
Mr. Steingraber asked the committee to approve the purchase of a used Harley Rake for $7,300. MOTION Jonely/Mares to approve the purchase of a used Harley Rake for $7,300. Passed, voice vote.
