April 6, 2012 Highway Committee Meeting
Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.
Members present – Chairman Flease, Supervisors Flink, Aasen, Mares and Jonely.
Also present was Eric Doughty, Village of Ogdensburg Chair, Robert Doyle, Flint Hills Resources, Russ Pearson, Pearson Bros. Inc., Dean Steingraber, Highway Commissioner, and Jill Lodewegen, Confidential Administrative Assistant.
Chairman Flease presented the open meeting statement.
MOTION Flink/Mares to approve the minutes of the March 26, 2012 regular meeting of the Highway Committee. Passed, voice vote.
MOTION Jonely/Mares to approve the Agenda of the April 6, 2012 regular meeting of the Highway Committee as they were presented. Passed, voice vote.
Mr. Pearson and Mr. Doyle explain their services, reputation and equipment and the fact that they were the low bid for the Asphalt Mixture Bids that were opened Thursday April 5. They asked that the committee award them the bid based on that low bid as well as their commitment to service and quality. The committee said they would take that into consideration when awarding the bid.
Mr. Doughty discussed the use of CTH “B” (Main Street) in Ogdensburg for the tractor pull that will be held in June. He explained that the Village of Ogdensburg would cover the liability of the spectators as well as the road. The committee said that they would pass on the Village of Ogdensburg’s insurance information to Waupaca County Corporation Counsel for review.
The Committee members reviewed 1 bill batch printout dated 3/29/2012. MOTION Flink/Jonely to approve the bill batch as presented. Passed, voice vote.
Mr. Steingraber gave the Commissioner’s Report.
Mr. Steingraber asked the committee to approve the request for proposals from ten different engineering firms for the design of CTH “B” (Canadian National Railroad to Euclid Street). MOTION Jonely/Mares to request for proposals from ten different engineering firms for the design of CTH “B” (Canadian National Railroad to Euclid Street). Passed, voice vote.
There was no action on agenda item 3, 4, 5, 6, 7, 8, 9, 10, 11 and 12.
Mr. Steingraber recommended that the committee accept the quote from Walt’s Petroleum to update the Helvetia Shop Fuel System for $18, 058.26 and the Larrabee Shop Fuel System for $17,352.26 with work to be done in 2012. Mr. Steingraber distributed the bid tab for the Crushing of Recycled Materials bid with the low bid of Michels Corporation of $3.73 a ton with crushing to be done between April 15 and June 1, 2012. MOTION Jonely/Mares to accept the low bid for Crushing of Recycled Materials from Michels Corporation of $3.73 a ton. Passed, voice vote.
Mr. Steingraber distributed the bid tab for the Asphalt Mixture Materials bid with Flint Hills Resources LP and Pearson Bros. Inc. as the low bid for Asphalt Mixtures (HFRS-2 $1.9675 plus $0.30 to apply per ton/ HFRS-2P $2.3676 plus $0.30 to apply per ton/ CSS-1 $1.600). MOTION Jonely/Mares to accept the low bid from Flint Hills Resources LP and Pearson Bros. Inc. for Asphalt Mixtures (HFRS-2 $1.9675 plus $0.30 to apply per ton/ HFRS-2P $2.3676 plus $0.30 to apply per ton/ CSS-1 $1.600). Passed, voice vote.
Mr. Steingraber distributed the bid tab for Surface Treatments with American Asphalt of Wisconsin the only bid at $592.00 per ton. MOTION Mares/Jonely to accept the bid for Surface Treatments from American Asphalt of Wisconsin of $592.00 per ton. Passed, voice vote.
MOTION Flink/Jonely to adjourn at 10:45 a.m. Passed, voice vote.
