January 27, 2012 Highway Committee Meeting

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.

Members present – Chairman Flease, Supervisors Flink, Aasen, Mares and Jonely.

Also present was Dean Steingraber, Highway Commissioner, and Lisa Coombs, Engineering Specialist.

Chairman Flease presented the open meeting statement.

MOTION Jonely/Mares to approve the minutes of the January 13, 2012 regular meeting of the Highway Committee. Passed, voice vote.

MOTION Aasen/Jonely to approve the Agenda of the January 27, 2012 regular meeting of the Highway Committee as they were presented. Passed, voice vote.

The Committee members reviewed 1 bill batch printout dated 1/19/2012. MOTION Flink/Mares to approve the bill batches as presented. Passed, voice vote.

Mr. Steingraber gave the Commissioner’s Report.

• He discussed calendar dates that involve the Committee, specifically the WCHD target training goals and dates.
• He discussed the Department projects.
• He distributed the Summary of All Jobs Total Actual VS Budget

Mr. Steingraber presented the Town of Mukwa request for 60/40 Brush Cutting on various roads. MOTION Flink/Jonely to approve a request from the Town of Mukwa for 60/40 Brush Cutting on various roads. Passed, voice vote.

There was no action on agenda items 2 through 9.

Mr. Steingraber recommended sending out a Request for Proposal for Land Acquisition Services to assist us in purchasing the R/W required on CTH “T” – CTH “D” to Collier Road. MOTION Jonely/Flink to send out an RFP for Land Acquisition Services for the CTH “T” – CTH “D” to Collier Road project. Passed, voice vote.

Under Personnel Issues, Mr. Steingraber discussed proposed changes to the Table of Organization that is being worked on with Human Resources and will then be submitted to the Personnel and Finance Committee.

Mr. Steingraber read a resolution thanking Larry Kussman (whose last day is February 20th) for 40 years of service to Waupaca County. MOTION Flink/Jonely approve the resolution thanking Larry Kussman for 40 years service to Waupaca County. Passed, voice vote.

Mr. Steingraber proposed advertising for Asphaltic Mixtures and Asphalt Production. MOTION Flink/Mares to advertise for Asphaltic Mixtures and Asphalt Production. Passed, voice vote.

MOTION Flink/Aasen to adjourn at 10:12 a.m. Passed, voice vote.
