January 13, 2012 Highway Committee Meeting

 

Chairman Flease called the regular meeting of the Waupaca County Highway Committee to order at 9:00 a.m. in the Waupaca County Highway Department office building.

 

Members present – Chairman Flease, Supervisors Flink, Aasen, Mares and Jonely.

 

Also present was Dean Steingraber, Highway Commissioner, and Jill Lodewegen, Administrative Assistant.

 

Chairman Flease presented the open meeting statement.

 

MOTION Flink/Mares to approve the minutes of the December 16, 2011 regular meeting of the Highway Committee and the December 22, 2011 variance meeting as they were presented and reviewed.  Passed, voice vote.

 

MOTION Jonely/Aasen to approve the Agenda of the January 13, 2012 regular meeting of the Highway Committee as they were presented.  Passed, voice vote.

 

The Committee members reviewed 3 bill batch printouts dated December 2, 2011 and 2 for January 5, 2012.  MOTION Flink/Mares to approve the bill batches as presented.  Passed, voice vote.

 

Mr. Steingraber gave the Commissioner’s Report.

 

Mr. Steingraber made a recommendation to update the Waupaca County Highway Department Table of Organization chart and present it to the Waupaca County Human Resource Department for review. Mr. Steingraber made a recommendation to keep the 2012 seasonal weight limit procedures and  fee structure the same as 2011 procedures and fee structure. MOTION Mares/Aasen to keep the 2012 seasonal weight limit procedures and  fee structure the same as 2011 procedures and fee structure. Passed, voice vote.

 

Mr. Steingraber recommended we stay with our current 5 year road plan which does not include the reconstruction of  Beacon Street in the City of New London. Mr. Steingraber recommended sending in a Maintenance/Repair Authorization Request to the Wisconsin Department of Transportation for STH 110 (CTH “X” to STH 54), STH 110 (STH 22 to CTH “S”), STH 54 (CTH “B” to CTH “D”) and STH 54 (STH 22/110 to CTH “B”) recommending they be milled, overlaid and shouldered.  MOTION Mares/Jonely to send in a Maintenance/Repair Authorization Request to the Wisconsin Department of Transportation for STH 110 (CTH “X” to STH 54), STH 110 (STH 22 to CTH “S”), STH 54 (CTH “B” to CTH “D”) and STH 54 (STH 22/110 to CTH “B”) recommending they be milled, overlaid and shouldered. There was no action on agenda items 3 and 4.

 

Mr. Steingraber recommended the hiring of OMNNI Associates to engineer the CTH “C” bridge construction project. MOTION Flink/Aasen to hire OMNNI Associates to engineer the CTH “C” bridge construction project. Passed, voice vote.

 

There was no action on agenda item 6.

 

Mr. Steingraber recommended the hiring of MSA to engineer the CTH “E” (CTH “EE” to the Waushara County Line) project. MOTION Flink/Mares to hire MSA to engineer the CTH “E” (CTH “EE” to the Waushara County Line) project. Passed, voice vote.

 

There was no action on agenda item 8, 9, 10 and 11.

 

Mr. Steingraber recommended accepting the one (1) year service agreement for $3,096 with the Village of Ogdensburg, the one (1) year service agreement for $4,140 with the Village of Scandinavia, the three (3) year service agreement for a total of $141,120 with the Town of Little Wolf and the five (5) year service agreement for a total of $189,100 with the Town of Caledonia. There was no action on agenda item number 14.

 

Mr. Steingraber recommended bidding out the purchase of a copy machine for the Waupaca County Highway Department Main Waupaca Office. MOTION Jonely/Mares to bid out the purchase of a copy machine for the Waupaca County Highway Department Main Waupaca Office. Passed, voice vote.

 

Mr. Steingraber recommended accepting the bid to purchase from Clintonville Motors the two chassis cab dual wheel trucks for $109,600. MOTION Flink/Jonely to accept the bid to purchase from Clintonville Motors the two chassis cab dual wheel trucks for $109,600. Passed, voice vote.

 

Mr. Steingraber recommended accepting the bid to purchase from Kenworth Wisconsin the two quad axle trucks for $252,200. MOTION Jonely/Mares to accept the bid to purchase from Kenworth Wisconsin the two quad axle trucks for $252,200. Passed, voice vote.

 

Mr. Steingraber recommended accepting the bid to purchase from Monroe Truck Equipment the accessories for the two quad axle trucks for $179,758. MOTION Flink/Aasen to accept the bid to purchase from Monroe Truck Equipment the accessories for the two quad axle trucks for $179,758.  Passed, voice vote.

 

 

Mr. Steingraber recommended adopting the Voluntary Un-Paid Leave policy for all unpaid time (including union paid leave) as written in the Waupaca County Personnel Policies and Procedures manual, section 10.09 Voluntary Unpaid Leave. MOTION Aasen/Jonely to adopt the Voluntary Un-Paid Leave policy for all unpaid time (including union paid leave) as written in the Waupaca County Personnel Policies and Procedures manual, section 10.09 Voluntary Unpaid Leave. Passed, voice vote.
