Minutes – October 6, 2014

 

Chr. Federwitz called the meeting to order at 11:00 a.m. and gave the opening meeting statement. 

 

Roll Call:  Chr. Federwitz, Suprs. Barrington-excused, Craig, Flease, G. Murphy, Penney, Neumann and Co. Bd. Chr. Koeppen, all members present.  Others present:  Mary Robbins, Heidi Dombrowski, Shannon Kelley, Mike Mazemke, Leighton Trice, Jesse Cuff, Terrie Tews, Barry Tomaras, Megan Feirtag, Mandy Welch, Ryan Brown, Bob Reath, Chris Dalhoe, Clyde Tellock, Al Kraeger, Brad Hardel, Roger Holman, Andy Carlin and Connie Abert.

 

Review and Approve Agenda.  Motion:  Supr. Craig moved and Supr. G. Murphy seconded the motion to approve the agenda.  The motion carried without a negative vote

 

Public Input. – None.

 

2015 Budget Discussions.  Chr. Federwitz explained the procedure for today’s meeting.  The Finance/HR Committee will first review the departments under their jurisdiction and then speak on the total budget.

 

Coroner Barry Tomaras.  Motion:  Supr. Craig moved and Co. Bd. Chr. Koeppen seconded the motion to approve the budget with a net increase of $31,755.00, which includes going to 75% position subject to further review.  The motion carried without a negative vote.

 

Register of Deeds – Michael Mazemke.  Motion:  Supr. Penney moved and Supr. Neumann seconded the motion to approve the budget with an increase of $22,924 in tax levy, subject to further review.  The motion carried without a negative vote.

 

Treasurer – Clyde Tellock.  Motion: Co. Bd. Chr. Koeppen moved and Supr. G. Murphy seconded the motion to approve the budget with a $47,189 increase for Treasurer; Land Information/Real Estate/County Surveyor total budget increase of $250,000.00 in revenue due to the Sales Tax collection, all subject to further review.  The motion carried without a negative vote.

 

Veteran’s Service Office – Jesse Cuff, Veterans Service Officer.   VSO Cuff reported that they will need more training as he is a new employee and he strongly believes in keeping his staff up to date on training.  Increase of $6,812.00.  They would like to purchase VetroSpec for brining Veterans records up to date.  Motion:   Supr. Craig moved and Supr. Penney seconded the motion to approve the budget as presented subject to further review.  The motion carried without a negative vote.

 

County Clerk/County Board Room Voting Board. Motion:  Supr. Craig moved and Supr. Flease seconded the motion to not use the $50,000.00 in CIP funds for this project.  The motion carried without a negative vote.

Committee adjourned for lunch at 12 noon.

 

Chair Federwitz called the meeting back to order at 1:00 p.m.

 

Information Systems – Robert Reath, Director.  Motion:  Supr. Craig moved and Co. Bd. Chr. Koeppen seconded the motion to approve the budget with a $48,083 increase to levy.  The motion carried without a negative vote.

 

Human Resource – Amanda Welch, Director.  Motion:  Supr. G. Murphy moved and Supr. Neumann seconded the motion to approve the Human Resource budget as presented with tan increase of $6,303.  The motion carried without a negative vote.

 

2015 Res. No. (2014-2015) Resolution will be brought in on Wed. Oct. 8th’s meeting for wage increase for employees.

 

Reclassification requests.  Motion:  Supr. Craig moved and Supr. G. Murphy seconded the motion to approve the reclassification requests as presented and on file for approx. $9,018.08.  The motion carried without a negative vote.

 

HR Director presented the New Positions/Expansions for 2015, Res. No. 13 (2014-2015) as follows:

Corrections Sergeant, Sheriff’s Department

                          Clerk (.65 FTE), Corrections Division, Sheriff’s Department

                          Patrol Officers (2) Drug Investigations, Sheriff’s Department

                          Activity Aide (.7 FTE), Lakeview Manor

                          Support Technician, DHHS

                          Environmental Health Specialist, DHHS

                          Social Worker (.45 FTE), Family & Community Support, DHHS

                          Social Worker, Behavioral Health Division, DHHS

                          Employment Specialist, WCI, DHHS

                          Receptionist (increase by .15 FTE to full-time), DHHS

 

Eliminations:    Account Clerk, DHHS

                          Account Clerk (.4 FTE), DHHS

                          Economic Support Specialist, DHHS

                          Clerk/Receptionist, Lakeview Manor

 

Motion:  Supr. Craig moved and Co. Bd. Chr. Koeppen seconded the motion to approve the above positions and eliminations and to forward to the full County Board for approval.  The motion carried without a negative vote.

 

Clerk of Courts lost $17,730.00 in Judicial Assistant Grants.

 

North Central ITBEC Dues.  Motion:  Supr. Flease moved and Supr. Craig seconded the motion to remove $1,528.00 from the budget for NC-ITBEC Dues, which would remove Waupaca County from the membership.  The motion carried with Co. Bd. Chr. Koeppen voting nay.

 

WCEDC – Clerk will call Dave Thiel Executive Director to explain the Tourism request for budgeted dollars between $12,000-$24,000 for the next meeting on Wednesday, Oct. 8th.

 

Conservation Congress was briefly discussed no action taken.

 

Finance Department – Heidi Dombrowski, Finance Director.  Heidi explained that their budget increased by $18,295.00 due to health insurance, she will now be taking the Family Plan.

 

Motion:  Supr. Craig moved and Co. Bd. Chr. Koeppen seconded the motion to approve Finance, County Clerk, Elections and County Board Budgets, subject to further review.  The motion carried without a negative vote.

 

2015 Budget Discussions.  The entire 2015 Proposed Budget Booklet is on file in the County Clerk’s office.

 

Next scheduled budget meeting will be Wednesday at Oct. 8th at 9 a.m.

 

Adjourn.  Motion:  Supr. Penney moved and Co. Bd. Chr. Koeppen seconded the motion to adjourn the meeting at 3:15 p.m.  The motion carried without a negative vote.
