Minutes – March 12, 2014

 

Chr. Loughrin called the meeting to order at 9:00 a.m. and gave the opening meeting statement. 

 

Roll Call:  Chr. Loughrin, Suprs. Barrington, Craig, Federwitz, Flease, G. Murphy, Penney and Co. Bd. Chr. Koeppen, all members present.  Others present:  Mary Robbins, Heidi Dombrowski, Clyde Tellock, Jeff Siewert, Barry Tomaras, Dave Theil, Mike Koles, Wayne Knutson, Brad Hardel, Chuck Price, Andy Carlin, Melissa Drews, Terrie Tews, Bob Reath, Roger Holman, Al Kraeger, Ryan Brown, Mandy Welch, Dean Steingraber, Wayne Wilfuer, Chris Klein and Bob Cloud.

 

Review and Approve Agenda.  Motion:  Supr. Craig moved and Supr. Federwitz seconded the motion to approve the agenda. The motion carried without a negative vote.

 

Review and Approve Minutes.  Motion:  Supr. Barrington moved and Supr. Penney seconded the motion to approve the minutes of the November 6, 2013 as revised and Feb. 12, 2014 meeting.  The motion carried without a negative vote.

 

Public Input. – Chris Klein, Dayton Town Chair.  He is concerned with the claims that have been filed concerning the Little Hope Dam issue.  He feels this could be settled amicably, he claims there was a gag order issued by Corporation Counsel.  He would like to see this taken out of the Parks Committee and revisited by a separate County Board Committee to help resolve this issue out of court.

Todd Taves, Ehlers & Assoc. Preliminary Financing Report for Waupaca County, General Obligation Promissory Notes, Series 2014A.

 

 He explained the procedure and he said that Aa3 is a good rating and that is what Waupaca County has been rated by Moody’s in the past.

 

    1. Res. No. 40 Initial Resolution Authorizing the Issuance of $13,815,000 General Obligation Promissory Notes for Capital Projects.  Supr.  Craig asked for more explanation on the list of Capital Improvement Projects that were presented in this bond package.  Motion:  Supr. Federwitz moved and Supr. Barrington seconded the motion to forward Res. No. 40 to the full county board for approval.  The motion carried without a negative vote.

 

    1. Res. No. 41 Initial Resolution Authorizing the Issuance of $1,315,000 General Obligation Promissory Notes for Lakeview Manor Remodeling Project.  Motion:  Supr. Federwitz moved and Supr. Barrington seconded the motion to forward this Res. No. 41 to the full county board for approval.  The motion carried without a negative vote.

 

County Board Chair Koeppen noted that they will hold a Special County Board Meeting on April 4, 2014 at 10:00 a.m. to present these resolutions.

 

Waupaca County Tourism Project.  UWEX CRD Agent Mike Koles and WCEDC Executive Director Dave Thiel.  Dave Thiel explained the project they are going to be completing community by community starting in the City of Manawa.  It is an advertising package for a very small price, but a very big gain to the economy of the county.

 

Finance Director’s Report – Heidi Dombrowski, Finance Director.  Heidi gave the Update on FY 2013, it has ended well, 106% over projected revenue.   Financial Review CY 2014 General Fund – Fund Balance Analysis, only concern is the Highway Winter Maintenance in the Transportation Services Fund.  We are well over our set General Fund Policy of 25% Operating Revenues. Report has been placed on file in the Clerk’s Office.

 

YR 2013 to YR 2014 Non-Lapsing Appropriations Report.  Total amount $609,997, list is on file in the Clerk’s office with these minutes.  Motion:  Co. Bd. Chr. Koeppen moved and Supr. Craig seconded the motion to approve the Non-Lapsing Appropriations request.  The motion carried without a negative vote.

 

Res. No. 44 (2013-2014) Contingency Fund Year-end Transfer.  Motion:  Supr. Federwitz moved and Supr. G. Murphy seconded the motion to approve forwarding this resolution to the full County Board.  The motion carried without a negative vote.

 

Vouchers.  Motion:  Supr. Craig moved and Supr. Barrington seconded the motion to approve the vouchers.  Motion carried with Co. Chr. Koeppen abstaining from the vote.

 

Treasurer’s Report-Clyde Tellock.  Treasurer’s Report was distributed and placed on file.  Cash on hand of $2,730,987.09.    Reviewed:  Investments, Tax Certificates, County Sales Tax, Interest on Delinquent Taxes, and Interest on Investments. Treasurer’s Report placed on file.  They collected taxes for the Town of Matteson and everything went very well.

 

Information Systems – Robert Reath.  Bob reviewed the monthly report. City of Waupaca is interested in the fiber optics if we run to Weyauwega.  They will ask Joel Mikulsky to help with determining a fair and reasonable offer for this service.  Motion:  Supr. G. Murphy moved and Supr. Federwitz seconded the motion to approve the monthly bills.  Motion carried without a negative vote.

 

Human Resource Director Amanda Welch.  Mandy presented her monthly report; recruitment & terminations, Wage/Benefit issues; Labor Relations; which is on file in the Clerk’s office.   

 

Res. No. 42 (2013-2014) Seasonal Wage Rate.  Motion:  Supr. Craig moved and Supr. Flease seconded the motion to approve forwarding this resolution to the full county board.  The motion carried without a negative vote.

 

Res. Motion:  Supr. Barrington moved and Supr. Flease seconded the motion to approve the salary range and with the adjustment to the Coroner’s 75% position rather than 50%.  The motion carried without a negative vote.

 

 

 

County Clerk – Mary Robbins. 

           

Per Diem & Mileage expenseMotion:  Supr. Craig moved and Supr. Barrington seconded the motion to approve the per diem and mileage expense.  Motion carried without a negative vote.

 

Video Conference Projector Unit:  Clerk Robbins has been working with the I.S. Department to be able to install a projector unit for presentations in the county board room.  Brent has given us a laptop to use in the room.  We have one quote of $4,955.20 and will be checking with Office Outfitters for a quote.  Motion:  Supr. Craig moved and Supr. Flease seconded the motion to move forward with the purchase of a projector for the county board room.  The motion carried without a negative vote.

 

Dog License Reimbursement to municipalities.  Motion:    Co. Bd. Chr. Koeppen moved and Supr. Barrington seconded the motion to approve the disbursement in the amount of $15,461.04 as presented on the list.  The motion carried without a negative vote.

 

Town of Dayton Little Hope Dam Claims against the County.  Charles & Juel a. Krueger, Richard C. Abb, Randolph & Patricia McCarry, David C. Smith, William E. & Jean Minks, Phyllis Hunt, Steven M. & Carolyn L. Danielson, George & Arlene Golding, Charles W. & Cynthia L. Johnson and Rob N. Richardson & Susan J. Richardson.  Motion:  Supr. Craig moved and Supr. Federwitz seconded the motion to deny all of these claims.  The motion carried without a negative vote.

 

Corporation Counsel said that we are seeking a declaratory judgment.
