Minutes – January 8, 2014

 

Chr. Loughrin called the meeting to order at 9:00 a.m. and gave the opening meeting statement. 

 

Roll Call:  Chr. Loughrin, Suprs. Barrington, Craig, Federwitz, Flease, G. Murphy-excused, Penney and Co. Bd. Chr. Koeppen, members present.  Others present:  Mary Robbins, Heidi Dombrowski, Clyde Tellock, Jeff Siewert, Mike Mazemke, Brad Hardel, Chuck Price, Chris Dalhoe, Roger Holman, Bob Ellis, Bob Cloud, Mandy Welch.

 

Review and Approve Agenda.  Motion:  Supr. Barrington moved and Supr. Federwitz seconded the motion to approve the agenda. The motion carried without a negative vote.

 

Review and Approve Minutes.  Motion:  Supr. Craig and Supr. Flease seconded the motion to approve the minutes of the December 11, 2013 meeting.  The motion carried without a negative vote.

 

Public Input. – No comment.

 

Finance Director’s Report – Heidi Dombrowski, Finance Director.  Heidi gave the Update as of December 31, 2013 Financial Review and reviewed the 2013 General Fund – Fund Balance Analysis, only concern is the Highway Winter Maintenance in the Transportation Services Fund.  She will bring back the capital short-term project list.  As of today she is optimistic about the ending balance for 2013, we will be over our set policy.  Animal Control will need to be paid out of contingency funds, right now it is at $36,759.00.

 

Vouchers.  Motion:  Supr. Federwitz moved and Supr. Barrington seconded the motion to approve the vouchers.  Motion carried with Co. Chr. Koeppen abstaining from the vote.

 

Treasurer’s Report-Clyde Tellock.  Treasurer’s Report was distributed and placed on file.  Cash on hand of $3,189,683.09.    Reviewed:  Investments, Tax Certificates, County Sales Tax, Interest on Delinquent Taxes, and Interest on Investments. Treasurer’s Report placed on file.

 

Information Systems – Chris Dalhoe.  Chris reviewed the monthly report.  Department requests for laptops are now paid out of their individual department budgets.  The Disaster Recovery program is progressing. Bills were circulated.  Motion:  Supr. Craig moved and Supr. Penney seconded the motion to approve the monthly bills.  Motion carried without a negative vote.

 

Claims – Town of Dayton.  Clerk Robbins informed the committee of the claims that have been filed and referred to our Insurance Attorney concerning the Town of Dayton Dam removal.  DERM Director Roger Holman explained the position of the county concerning the DNR’s request and the dam.

 

Human Resource Director Amanda Welch.  Mandy presented her monthly report; recruitment & terminations, Wage/Benefit issues; Labor Relations; which is on file in the Clerk’s office.   Unemployment for 2013 totalled $30,580.18 well within our budgeted amount.

 

County Clerk – Mary Robbins. 

Per Diem & Mileage expenseMotion:  Supr. Federwitz moved and Supr. Penney seconded the motion to approve the per diem and mileage expense.  Motion carried without a negative vote.

 

Adjourn.  Motion:  Supr. Craig moved and Co. Bd. Chair Koeppen moved seconded the motion to adjourn at 11:20 a.m.  The motion carried without a negative vote.  Meeting was adjourned.
