Minutes – September 11, 2013

 

Chr. Loughrin called the meeting to order at 9:00 a.m. and gave the opening meeting statement. 

 

Roll Call:  Chr. Loughrin, Suprs. Barrington, Craig--excused, Federwitz, Flease, G. Murphy, Penney and Co. Bd. Chr. Koeppen, members present.  Others present:  Mary Robbins, Heidi Dombrowski, Chris Machamer, Jennifer Brickey, Brad Hardel, Mike Mazemke, Ryan Brown, Andy Carlin, Jeff Siewert, Bob Reath, Roger Holman, Dean Steingraber, Barry Tomaras, Dave Thiel, Melissa Drews, Mandy Welch.

 

Review and Approve Agenda.  Motion:  Co. Bd. Chr. Koeppen moved and Supr. Murphy seconded the motion to approve the agenda. The motion carried without a negative vote.

 

Review and Approve Minutes.  Motion:  Supr. Flease and Supr. Federwitz seconded the motion to approve the minutes of the August 14, 2013 meeting.  The motion carried without a negative vote.

 

Public Comment. – No comment.

 

Finance Director’s Report – Heidi Dombrowski, Finance Director.  Heidi gave the 2013 August 31st Financial Review.  She had also distributed the Year 2012/2015 Capital Improvement Plan.

 

Vouchers.  Motion:  Supr. Barrington moved and Supr. Flease seconded the motion to approve the vouchers.  Motion carried with Co. Chr. Koeppen abstaining from the vote.

 

Treasurer’s Report.  Heidi distributed the Treasurer’s Report.  Cash on hand of $2,178,050.41. Money was distributed to the municipalities in August.   Reviewed:  Investments, Tax Certificates, County Sales Tax, Interest on Delinquent Taxes, and Interest on Investments. Treasurer’s Report placed on file. 

 

Information Systems – Bob Reath.  Bob reported that the MC&E Fiber Optic project is progressing, the underground portion to the courthouse is completed, they ran into a minor problem when going under the river to the Highway Shop, this has been resolved.

 

Bills.  Motion:  Supr. G. Murphy moved and Supr. Penney seconded the motion to approve the monthly I.S. bills.  Motion carried without a negative vote.

 

Resolution No. 19 - Central Housing Region.  Clerk Robbins and WCEDC Dave Thiel explained that Waupaca County will no longer be the lead county for this region and that Juneau County will take over the lead, they have the entire infrastructure in place.  They currently have a Housing Authority.  We need to have a new resolution to replace the old resolution.  Motion:  Supr. Flease moved and Supr. Barrington seconded the motion to forward this resolution to the full county board and with appointing Planning & Zoning Director Ryan Brown as the designee and Dave Thiel, alternate.  The motion carried without a negative vote.

 

Human Resource Director Amanda Welch.  Mandy presented her monthly report which is on file in the Clerk’s office

 

Res. No. 20 (2013-2014) Position in DHHS. DHHS Chris Machamer presented a resolution to hire two Economic Support Specialists. The funding for this program will start in October, they will need to get these people trained and they will work a 40 hour work week.  This position would be budget neutral until the year 2015.  Motion:  Supr. Murphy moved and Supr. Federwitz seconded the motion to forward this resolution to the full County Board.  The motion carried without a negative vote.

 

Res. No. 21 (2013-2014) New Detective Sergeant Position.  Sheriff needs this position and they feel that they will be able to pay for this position for the remainder of this year through some of the correction contracts from Portage County and Wood County.  They have a 2 year contract with Portage County.  Motion:  Co. Bd. Chr. Koeppen moved and Supr. Barrington seconded the motion to approve forwarding this new Detective Sergeant Position to the full county board.  The motion carried without a negative vote.

 

County Clerk – Mary Robbins.  Budget meeting dates:   September 20th (9:00 until noon) and Sept. 26th (9:00 a.m. until noon).  Schedule more if necessary.

 

Per Diem & Mileage expenseMotion:  Supr. Federwitz moved and Supr. Barrington seconded the motion to approve the per diem and mileage expense.  Motion carried without a negative vote.

 

2014 BUDGET REVIEW

 

Finance Director Heidi Dombrowski.  Heidi gave the tentative; first draft of the Summary of Waupaca County’s Year 2014 Proposed Operating, Special Purpose and Debt Service Budgets.  Heidi mentioned that this doesn’t include any cost of living increases or new positions.  Supr. Federwitz questioned the $20,000 for security for next year, he doesn’t think that this works on a temporary basis, it should be security full time or not at all.

 

County Coroner Barry Tomaras.  Barry gave a recap of his proposed 2014 budget for Finance/HR Committee review.  This budget was approximately an $840 increase from last year.  Motion:  Supr. Barrington moved and Supr. Penney seconded the motion to approve this budget subject to further review.  Motion carried without a negative vote.

Register of Deeds – Michael Mazemke.  He is fortunate to have a revenue generating budget, revenues were down but seem to be slightly increasing.  His 2014 has a projected decrease from last year of 2.14%  Motion:  Supr. Penney moved and Supr. G. Murphy seconded the motion to approve this budget subject to further review.  Motion carried without a negative vote.

 

Information Systems – Bob Reath.  Information systems projected 2014 budget will see an increase of 39.99% over last year’s budget.  This is largely due to the fact that Finance Director Heidi would like to see all capital projects back into the departmental budgets.  Motion:  Supr. Federwitz moved and Co. Bd. Chr. Koeppen seconded the motion to approve this budget subject to further review.  Motion carried without a negative vote.

 

County Clerk/County Board Budget – Mary Robbins.  This budget has an increase of .96 % for 2014.  Discussion on remaining a member of ITBEC for 2014, with dues of $1,528.00.  Motion:  Supr. Flease moved and Supr. Penney seconded the motion to remove the membership dues for 2014.  The motion failed with Flease—yes; Penney—yes; Federwitz—no; Koeppen—no; Loughrin—no; Murphy—no; and Barrington-no. 2-yes and 5-no votes.  Election budget shows an increase, next year is an election year and Heidi will non-lapse this year’s budget to help offset next year’s election cycle.  Motion:  Supr. Flease moved and Supr. Barrington seconded the motion to approve Dept. 9 2014 Budget subject to further review.  Motion carried without a negative vote.

 

Adjourn.  Motion:  Supr. Flease moved and Supr. Barrington seconded the motion to adjourn at 12:10 p.m.  The motion carried without a negative vote.  Meeting was adjourned.
