Minutes – September 27, 2012

 

Chr. Loughrin called the meeting to order at 9:00 a.m. and gave the opening meeting statement. 

 

Roll Call:  Chr. Loughrin, Suprs. Barrington, Craig, Federwitz, Flease, G. Murphy, Penney and Co. Bd. Chr. Koeppen, present.  Others present:  Mary Robbins, Barry Tomaras, Al Kraeger, Mike Mazemke, Clyde Tellock, Mandy Welch, Leighton Trice, Andy Carlin, Chuck Price, Roger Holman, Chris Dalhoe and Heidi Dombrowski.

 

Review and Approve Agenda.  Motion:  Supr. Barrington moved and Supr. G. Murphy seconded the motion to approve the agenda.  The motion carried without a negative vote.

 

2013 Budgets.  Committee of Jurisdiction reviews:

 

Coroner Budget – Barry Tomaras.  Barry reviewed his present day budget and explained that cremations have increased tremendously, which creates a lot of work but does bring in revenue. 4% increase.  Motion:  Supr. Barrington moved and Supr. Murphy seconded the motion to approve this budget.  The motion carried without a negative vote.

 

Finance Department – Director Heidi Dombrowski.    The total overall budget will be a decrease of 8.74%, reviewed all the programs.  Motion:  Supr. Craig moved and Supr. Murphy seconded the motion to approve this budget.  The motion carried without a negative vote.

 

Register of Deeds – Michael Mazemke.  Total overall budget decrease of 12.68%.  They have been very busy with recordings.  Revenues are up by 7.92%, and expenses up by 6.22%, tax levy decrease of 12.68%.  Mike informed the committee that there is a pending lawsuit regarding lost revenue from non-recording of mortgage assignments (MERS) and if settled in the counties favor Waupaca County could realize a gain of $192,456.00.

 

County Treasurer Clyde Tellock.  Total overall budget of 1.13% decrease.  Motion:  Supr. Federwitz moved and Supr. Barrington seconded the motion to approve the 2013 Treasurer’s budget.

 

County Clerk Mary Robbins. Total overall decrease of .55%. County Board, County Clerk, Elections and misc.  Election budget fluctuates every other year with the number of elections, but rather than increase it so severely every other year, we have cut it part way and will carry over the next year any outstanding funds available.  Discussion on membership to NC-ITBEC.  Motion:  Supr. Craig moved and Supr. Flease seconded the motion to remove $1,528.00 from the NC-ITBEC dues for 2013.  The motion carried with 4 ayes and 3 nays, Koeppen, Federwitz and Barrington voting nay.

 

Motion:  Supr. Craig moved and Supr. Penney seconded the motion to approve the 2013 budget with the deletion of the NC-ITBEC membership dues.  The motion carried with two nays, Barrington and Koeppen voting nay.

 

2013 Budget – Finance Director Heidi Dombrowski.  Heidi reviewed the Year 2013 Proposed Operating, Special Purpose and Debt Service Budgets in summary by function of Government and then summary by Department.  Heidi mentioned that there are no position requests reported at this time in the budget numbers.

Overall, the compensation study results along with the 0% increase in Health Insurance; the net decrease in expenditures to the General Fund is approximately $178,832, which reduced the Operating Levy by $33,751.  I increased the Contingency Fund budget by $33,751 to have the overall increase to Tax Levy equal .58% of net new construction of $127,109.

 

Motion:  Supr. Federwitz moved and Supr. Barrington seconded the motion to delete the copier for $7,244 out of capital expenditures.  The motion carried without a negative vote.

 

Adjourn.  Motion:  Supr. Flease moved and Supr. Barrington seconded the motion to adjourn the meeting at 12:30 a.m.  Meeting declared adjourned.
