Minutes – April 11, 2012

 

Chr. Loughrin called the meeting to order at 9:00 a.m. and gave the opening meeting statement. 

 

Roll Call:  Chr. Loughrin, Suprs. Barrington, Brown, Craig, Flease, G. Murphy, Penney were present and Co. Bd. Chr. Koeppen, all members present.  Others present:  Mary Robbins, Heidi Dombrowski, Clyde Tellock, Melissa Drews, Jeff Siewert, Brad Hardel, Chuck Price, Roger Holman, Bob Reath, Chris Dalhoe, Brent Wyland, Mandy Welch, Joel Mikulsky and Dean Steingraber.

 

Review and Approve Agenda.  Motion:  Supr. Brown moved and Supr. Barrington seconded the motion to approve the agenda. The motion carried without a negative vote.

 

Review and Approve Minutes.  Motion:  Supr. Penney moved and Co. Bd. Chr. Koeppen seconded the motion to approve the minutes of the March 14, 2012 meeting.  The motion carried without a negative vote.

 

Finance Director’s Report – Heidi Dombrowski.  Heidi reviewed the 2012 Financial Update at 25% of the total budget used or less, she doesn’t see any thing that stands out that would be a caution, report was placed on file.  Reviewed 2011 Update as of Dec. 31, 2011.

 

Lakeview Manor-Administrator Melissa Drews.  They would like to purchase Bariatric Equipment out of the equipment fund, no extra dollars would be spent, and they would just not purchase something else that is on the list.  Approximately $20,000, it would decrease cash and increase the assets; this would be paid for over time.  Motion:  Supr. Craig moved and Supr. G. Murphy seconded the motion to approve the purchase of this equipment out of existing funds available.  The motion carried without a negative vote.

 

Vouchers.  Monthly vouchers were presented.  Motion:  Supr. Barrington moved and Supr. Craig seconded the motion to approve the monthly vouchers.  The motion carried without a negative vote.

 

Treasurer’s Report – Clyde Tellock.  Cash on hand of $1,022,226.71.  Reviewed:  Investments, Tax Certificates, County Sales Tax, Interest on Delinquent Taxes, and Interest on Investments.  Tax bills have been sent out.    Treasurer’s Report placed on file.

 

Information Systems – Chris Dalhoe & Brent Wyland.  Bills:  Motion:   Supr. Craig moved and Supr. Barrington seconded the motion to approve the monthly bills.  The motion carried.

 

MC&E Consultant Joel Mikulsky, Chris Dalhoe & Brent Wyland explained the bidding process and selection protocol for the VoIP system for the county.  Chris reported that the bid was awarded to Cameral Corner/ShoreTel for $160,796.00 with an annual maintenance fee of $7,865.00.  They introduced Matt Blohm, Gene Gliniecki, and Chris Adams from the company.   Someone from the company will appear before the county board on Wednesday April 18, 2012.

 

Motion:  Supr. Penney moved and Supr. Brown seconded the motion to approve the bid to be spent from the Capital Improvement Project funds.  The motion carried without a negative vote.

 

Human Resource Director Amanda Welch.  Mandy presented her monthly report which is on file in the Clerk’s office with these minutes.  WERC is short staffed so things are slow in settling outstanding arbitration.  She spoke briefly on the opinion issued from Atty. Phillips & Borowski on the Act 10 changes; a copy was included in their packet.

Lakeview Manor Administrator Melissa Drews presented Res. No. 2 (2012-2013) creates a Restorative Nursing Assistant position.  Motion:  Supr. Craig moved and Supr. Barrington seconded the motion to forward this resolution to the county board.  The motion carried without a negative vote.

 

DHHS Director Chuck Price presented Res. No. 3 (2012-2013) which eliminates a FTE W-2 Economic Support position and creates an Economic Support Lead Worker position.  Motion:  Supr. Murphy moved and Supr. Craig seconded the motion to forward this resolution to the county board.  The motion carried without a negative vote.

 

Mandy explained to the committee that they have created a performance evaluation task force composed of employees, department heads and supervisors to create a form that would work for everyone in requiring employee evaluations.  Charlie Carlson will sit in on Friday’s meeting to do the form creation.

 

Hours of Work Policy. Pursuant to FLSA Section 7(k) a 14 day work period for qualified law enforcement employees including the classifications of Corrections Sergeants, Corrections Officers, and Patrol Sergeants.  Waupaca County will pay employees in these classifications overtime after 80 hours worked during the designated work period.  HR would like to implement this portion of the policy immediately.  Motion:  Supr. Craig moved and Co. Bd. Chair Koeppen seconded the motion to implement this policy.  The motion carried without a negative vote.

 

 County Clerk – Mary Robbins:

             

Approve/Deny County Board Claims:  Per Diems & Mileage Motion:  Supr. Barrington moved and Supr. G. Murphy seconded the motion to approve the per diem and mileage.  The motion carried without a negative vote.

 

Motion:  Supr. Craig moved to go into CLOSED SESSION pursuant to Wis. State Stats. Sec. 19.85(1)(g) concerning an ERD-200602483 Claim-Case No. 11-CV-589-WCG and Co. Bd. Chr. Koeppen seconded the motion.  Roll call was taken: Chr. Loughrin, Suprs. Barrington, Brown, Craig, Flease, G. Murphy, Penney were present and Co. Bd. Chr. Koeppen, all voting aye. Unanimous.

 

CLOSED SESSION

Motion:  Supr. Craig moved and Supr. G. Murphy seconded the motion to return to OPEN SESSION.  Roll call was taken: Chr. Loughrin, Suprs. Barrington, Brown, Craig, Flease, G. Murphy, Penney were present and Co. Bd. Chr. Koeppen, all voting aye. Unanimous decision.

 

OPEN SESSION

 

Chair Loughrin thanked Duane R. Brown for his over 30 years of service on the Finance Committee and his 38 years as a County Supervisor.  Everyone shared Dewey experiences.  He will be missed.

 

Motion:  The Honorable County Supervisor from District 25 Duane R. Brown moved to adjourn his final Finance and HR Committee meeting and Supr. Flease seconded the motion.  The meeting was adjourned at 11:15 a.m.
