Waupaca County Finance and Human Resource Committee

Minutes – February 10, 2012

 

Chr. Loughrin called the meeting to order at 9:00 a.m. and gave the opening meeting statement. 

 

Roll Call:  Chr. Loughrin, Suprs. Barrington-excused, Brown, Craig, Flease, G. Murphy, Penney were present and Co. Bd. Chr. Koeppen.  Others present:  Mary Robbins, Heidi Dombrowski, Clyde Tellock, Roger Holman.

 

Review and Approve Agenda.  Motion:  Supr. Flease moved and Supr. Brown seconded the motion to approve the agenda. The motion carried without a negative vote.

 

Review and Approve Minutes.  Motion:  Supr. Murphy moved and Co. Bd. Chr. Koeppen seconded the motion to approve the minutes of the January 11, 2012 meeting.  The motion carried without a negative vote.

 

Finance Director’s Report – Heidi Dombrowski.  

The entire report is on file with these minutes in the County Clerk’s office.  Heidi mentioned that the tax certificates need to be decreased in the General Fund.  2011 right at this moment, looks very good, we still have to settle out on some items.  2012 not much to report right now, sales tax is down a little from last year.  2011 WRS cost savings to the county was $156,572.98.

 

Voucher Approval.  Motion:  Supr. Craig moved and Supr. Brown seconded the motion to approve the vouchers as presented.  The motion carried with Co. Bd. Chr. Koeppen absent.

 

Treasurer’s Report – Clyde Tellock.  Cash on hand of $3,468,810.30.  Reviewed:  Investments, Tax Certificates, County Sales Tax, Interest on Delinquent Taxes, and Interest on Investments.  Tax bills have been sent out.  Discussion on placing administrative charges for handling of tax overpayments, place on next month’s agenda.   Treasurer’s Report placed on file.

 

Human Resource Director Amanda Welch.  Mandy presented her monthly report which is on file in the Clerk’s office with these minutes.  Mandy informed the committee that the position of DHHS Director has been offered to Chuck Price and his first start date will be March 6, 2012.  Department Heads are starting a Target Planning for the year 2013.  A study group on Public Property policies has been meeting to put all policies into written form.  Mandy discussed the Evaluation process and the wage study that they would hope to hire Charlie Dettmann to provide for all Waupaca County employees.

 

County Clerk – Mary Robbins:

 

            Approve/Deny County Board Claims:  Per Diems & Mileage Motion:  Supr. Craig moved and Supr. Murphy seconded the motion to approve the per diem and mileage.  The motion carried without a negative vote.

 

Motion:  County Board Chair Koeppen moved and Supr. Murphy seconded the motion to go into CLOSED SESSION pursuant to Wis. State Stats. Sec. 19.85 (1) (g) concerning an ERD-200602483 claim.  Roll call vote was taken: Supr. Loughrin—yes; Barrington—absent; Brown—yes; Craig—yes; Flease, G.—yes; Murphy-yes, Penney--yes and Co. Bd. Chr. Koeppen-yes.

 

Herein occurred business in closed session.

 

Adjourn:  Motion:   Supr. Craig moved and Supr. Penney seconded the motion to adjourn the meeting at 2:15 p.m.   Roll call vote was taken: Supr. Loughrin—yes; Barrington—absent; Brown—yes; Craig—yes; Flease, G.—yes; Murphy-yes, Penney--yes and Co. Bd. Chr. Koeppen-yes.
