FARMLAND PRESERVATION STEERING COMMITTEE

MEETING MINUTES

                        October 25, 2012

                        City Hall, Manawa

 

Chair Beyer called the meeting to order at 7:00 p.m and gave open meeting statement.

 

The Roll Call sign in sheet was passed.

 

Appointed Members Present:  Gary Prill, Jack Bazile, Art Richardson, Walter Strebe, Jackie Beyer, Doug Behnke, Tom Bleck, Glen Newsome, Bill Jonely, Gary Marx, Frank Bauer Jr., Bob Opperman, and Greg Hanson.

 

Also Present:   Ryan Brown, Brian Haase, Dan McFarlane, Patricia Craig and Jane Haasch 

 

Motion made and passed to approve the minutes of the July 25th meeting.

 

Motion made and passed to approve the agenda of the October 25th meeting.

 

Haase introduced Ryan Brown, Waupaca County Planning & Zoning Director.  Brown gave some background information.

 

Brown / Haase led discussion on Ratio vs. Density definitions and the effect of the 1:20 Ratio.  Base farm tracts were also explained.

 

The issue of multiple planning designations per parcel or single zoning designation was discussed due to the need for Farmland Preservation to have single planning designations per parcel.

 

Brown / Haase also presented the proposal for both 1:20 and 1:40 ratio areas due to the request of some townships.  Discussion again occurred on how ratio’s worked.

 

McFarlane passed out draft plan outlines and discussed what was included in it to date.

 

Discussion occurred regarding map amendment procedures and rezoning, as well as what their timelines would be at both the town and county level.  Jonely suggested that revision fees should be at county expense.  Brown stated that there was a fee schedule for private individuals but not for town administrative costs.

 

Timeline was discussed for completion of the plan and DATCP review.

 

The next meeting was not set.  It would be set based on mapping progress in 2013.

 

Beyer opened meeting to public comment.  Patricia Craig asked about two zoning districts vs. one district.  Craig also asked if the definition of Farmland included wetlands and woods.  Haasch stated that she believed the definition of Farmland Preservation should include large contiguous areas being preserved.

 

Motion by Jonely, seconded by Newsome to adjourn at 8:50 p.m.  Motion carried.
