JOINT MEETING OF

EXECUTIVE, FINANCE & HUMAN RESOURCES COMMITTEES

 MINUTES – July 14, 2014

 

            County Board Chair Dick Koeppen called the meeting to order at 10:00 a.m. and gave the open meeting statement.

 

Roll call:  Chr. Dick Koeppen; Suprs. Barrington, Federwitz, Flease, Johnson, Jonely, Kietzmann, Kussmann, McClone, G. Murphy, T. Murphy-absent, Penney, Sorensen, Craig and Neumann.

 

Open Session:

 

Review and Approve the Agenda.  Motion:  Supr. G. Murphy moved and Supr. McClone seconded the motion to approve the agenda.  The motion carried without a negative vote.

 

Minutes of previous meeting.  Motion: Supr. Sorensen moved and Supr. Federwitz seconded the motion to approve the minutes from the Oct. 21, 2013 meeting.  Motion carried without a negative vote.

 

Performance Evaluation for Managers – Mandy Welch, HR Director.  Mandy explained that last year performance evaluations for employees was implemented and this year they would like to begin performance evaluations for department heads.  11 Department Heads, 6 Elected Officials and 3 Judges-state employees.  These evaluations would be for the 11 department heads.

 

A timeline for the committee schedules will be sent out by HR Department.  Mandy explained the 5 step process.  The process is attached to these minutes.

 

 Amend Ch. 1 & Ch. 2 Rules of the Governing Body - Administrative Coordinator/County Clerk Mary Robbins.  Mary explained that both are amendments to the Waupaca County Code of Ordinance and are up for review every two years at the organizational session in April.  Both revisions were distributed at the April 15th County Board Session.

 

Ch. 1. The General Government, The changes here; add on page 4 under District 17, City of Waupaca Ward 12; 1.02 add Department Directors and list all department directors and the committee assignment (see attachment); 1.04 Removal/Suspension of Elected Officers and remove Appointive positions.

 

Ch. 2. The Governing Body.  Rules of the Board of Supervisors.  Changes were made on page 3- 2. “In the case where…add..” no majority has been established and there…”; page 10, 12.04.

Discussion on National Association of Counties Organization.  Motion:  Supr. Federwitz moved and Supr. Flease seconded the motion to keep our membership but with no compensation for NACO meetings.  The motion carried without a negative vote.

 

Other changes:  page 11, 13.1:  1. Add: if practicable this shall be done within thirty (30) days; No. 4. Regarding minutes, change five days to ten days after the meeting is held; page 19, 2.06 Standing Committees.  Match Standing Committees with Ch. 1 list; page 19, 2.06 A. Human Service Board delete definition in its entirety and replace with Per Wis. State Statute Section 46, 2011-2012.

 

Motion:  Supr. Craig moved and Co. Bd. Chr. Koeppen seconded the motion to approve all of the changes as shown on the attached document.  The motion carried without a negative vote.

 

Adjourn.  Supr. Jonely moved and Supr. Kietzmann seconded the motion to adjourn at 10:50 a.m.  The motion carried without a negative vote.  The meeting stands adjourned.
