JOINT MEETING OF

EXECUTIVE, FINANCE & HUMAN RESOURCES COMMITTEES

 MINUTES – August 7, 2013

 

            County Board Chair Dick Koeppen called the meeting to order at 9:30 a.m. and gave the open meeting statement.

 

Roll call:  Dick Koeppen, Loughrin, Barrington, Federwitz, Flease, Jonely, Kussmann, L. Mares-absent, McClone, G. Murphy, Penney, Peterson, Craig and Sorensen.  A quorum was established.  Others present:  Mary Robbins, Heidi Dombrowski, Dean Steingraber, Jill Lodewegen, Ryan Brown, Mandy Welch, Mike Koles, Mike Mazemke, Bob Reath, Chuck Price, Clyde Tellock, Barry Tomaras and Leighton Trice.

 

Open Session:

 

Review and Approve the Agenda.  Motion:  Supr. Peterson moved and Supr. G. Murphy seconded the motion to approve the agenda.  The motion carried without a negative vote.

 

Minutes of previous meeting-May 31, 2013.  Motion:  Supr. McClone moved and Supr. Sorenson seconded the motion to approve the minutes of the previous meeting.  Motion carried without a negative vote.

 

2014 Budget Projection Briefing – Finance Director Heidi Dombrowski and Management Team.  Heidi reviewed the Update of the 2013 Budget as of July 31, 2013; if everything goes as planned we should end on a positive note for Fiscal Year 2013.

 

Heidi showed scenarios depicting our maximum levy capacity, our actual 2013 property tax levy minus special purpose levy and four scenarios that ranged from an increase due to net new construction and increased debt service payments to a 2%, 3% and fully funded CIP (7.28% increase).  This presentation is on file in the County Clerk’s office with a copy of these minutes.

 

Motion:  Supr. McClone moved and Supr. Peterson seconded the motion to recommend to the Finance and HR Committee a guideline of a 3% increase in Debt Service.  The motion carried without a negative vote.

 

Adjourn.  Supr. Craig moved and Supr. Peterson seconded the motion to adjourn the meeting at 11:05 a.m.   The motion carried without a negative vote.  The meeting stands adjourned.
