Meeting Minutes

Monday October 13, 2014

 

      The Waupaca County Emergency Management Committee was called to order by, Chairman Dick Koeppen, at 8:55 am.

 

      Members Present: Chairman Dick Koeppen, DuWayne Federwitz, William Jonely, Robert Flease, Gary Barrington  and Gerald Murphy

 

      Others Present: Andrew Carlin, Eric Halverson

 

      Absent:  None

 

      Opening meeting statement was read by Chairman Dick Koeppen

 

      A motion was made by Supervisor Barrington and seconded by Supervisor Murphy to approve the minutes from the August 11, 2014 meeting.  Motion carried.

 

      A motion was made by Supervisor Jonely and seconded by Supervisor Federwitz to approve the amended agenda as written.  Motion carried.

      Carlin presented the Wolf River Emergency Action Plan to the committee for review and approval. He explained that this plan was a joint effort with Emergency Management, Planning and Zoning, GIS, Sheriff’s Department and the Wisconsin DNR. Motion to approve was made by Supervisor Barrington and seconded by Supervisor Flease. Motion carried.

 

      Supervisor Barrington asked who set the “Slow No Wake” on the Wolf River. Carlin explained that a number of factors went into when and if the reule went onto effect, but was done by Emergency Management.

        

 

Andrew Carlin and Eric Halverson presented the report on the following items:

·         Health-Care Coalition presentation at EC Regional EM meeting(general           overview )

·         Hazmat regular meeting/training at Manawa (functional exercise)

·         Continue to work with Courthouse security plan development (fire drills)

·         Mobile Command Post to the Waupaca County Fair

·         Attended the Weyauwega/Fremont Schools presentation of updated                safety plan and SRP to their staff

·         Attended Waupaca County Fire Chiefs Association meeting (Fremont)             Tele communicator attended and discussed MABAS conference

·         Quarterly LEPC meeting, discussed members roles and responsibilities

·         Completed 2014 POW requirements

·         Developing safety module for “New Employee Orientation” program

·         Participated in a multi-county radio exercise (radio interop)

·         Submitted Wolf River Emergency Action Plan to DNR for review,             approved by          DNR

·         Updating Cameo and WHOPRS with current planning and reporting                facilities

·         Attended the Long-term Healthcare Facilities workshop, CodeRED was             presented

·         August 17th rain event, minor flooding, high river levels

·         CodeRED performance test scheduled for November 13 @1:00 pm

·         Working with 2 new planning facilities for EPCRA compliance

A motion was made by Supervisor Murphy and seconded by Supervisor Jonely to accept the report as presented. Motion carried.

Next regular meeting of the Waupaca County Emergency Management Committee is scheduled for December 8, 2014 at 9:00 am in the conference room at the Waupaca County Sheriff’s Office (room 1129).

·         A motion was made by Supervisor Flease and seconded by Supervisor Murphy, to adjourn. Motion carried.

·         Meeting adjourned at 9:40.
