I.        Call to Order:  Linda Kirchner called the meeting to order at 4:35 pm.

II.      Approval of Minutes:  Motion made by Flonnie Pliska, seconded by Jennifer Shanak to approve the minutes from the May 15, 2014 meeting.  Motion carried.

III.    Family Support Program:  Shannon Kelly reviewed the following information:

FAMILY SUPPORT PROGRAM STATISTICS – 09/25/2014

 

$52,668.00 – 2014 Base Allocation (estimated)

   +$0 – Estimated carryover from CY 13 (waiting for final 2013 report from State)

-$5,266.80 – Administrative costs (10 percent)

$47,401.2 – Money available for direct services (estimated)

 

2014 Family Support Update:

There are currently 34 names on the Family Support funding list.  This includes two high-needs children that utilized Family Support funding as “match” for the CLTS Waiver program. One of those youth aged-out in February the other will age out in August. However, two newly enrolled children have been placed in “match slots” The Family Support Advisory Committee previously authorized the use of Family Support funding as “match” for up to four children on the CLTS Waiver. The following is a breakdown of the activity that has occurred thus far this year:

 

Of the $47,401 that is available for direct services, $42,009.76  has been allocated so far this year leaving $5,391.24  of unallocated funding.   $31,151.54 of the allocated funding has been spent so far this year.  Up to 5% ($2,633) of the total $52,668.00 allocation to Waupaca County could potentially be carried over into 2015. 

Staff Updates:  Shannon Kelly has taken the job as Deputy Director.  Susan Younger was hired to replace Shannon as the Manager for the Family and Community Services Division.  Susan will be at the next committee meeting.  Bill Gonwa started in 2013 in a CLTS LTE position.  The State will be covering the full cost of this position for 2014.  The State would be covering one–half of the costs for this position in 2015.  A request has been submitted to the County Board to make this a permanent part time position for 2015.

Shannon Kelly reviewed the information packet for WCDHHS, Family and Community Services:  Programs, Services, and Resources For Children (Birth to 21) With Disabilities. Jennifer Shanak suggested a list of tips, pertinent information, and websites that families could use when applying for disability.  Committee members were encouraged to review the resource packets at home and bring any further feedback to the next meeting.

Shannon will be talking with other counties about how they run their committee meetings.  Green Lake County has all their committees meet for lunch together and then the committees break out into their separate meetings.  A number of the committee members said they would not be able to attend a meeting during day time hours.

B-3 UPDATES (5/14/14-9/25/14)

PROGRAM UPDATES:

·         State Updates/Governor Initiatives: The B-3 waiver remains in the processes of moving through the steps with CMS.

 

The Waupaca County B-3 team is now in the process of implementing the primary coach to teaming into practice.  A primary coach approach to teaming ensures that every family has access to a full team of highly experienced practitioners that includes an early childhood special educator, occupational therapist, physical therapist, speech and language pathologist, a social worker, and a service coordinator.  Rush and Sheldon define primary coach as “the team liaison who supports the parent in promoting the child’s participation in everyday life routines and activities which for all children naturally serves to foster skill acquisition across multiple developmental domains.”  The primary coach is supported through regular team meetings, in which all team members participate and is also joined in home visits when specific expertise of a team member is needed.  Evidence shows that relationship is one of the strongest indicators in follow-through of intervention strategies.  With the Primary Coach the family will have the support during all B-3 services of one primary provider.

Jenny Shanak discussed teaching the parents and providing coaching and education worked well.  This approach helps build family team competence and confidence and provides strong communication all the way through the birth-three process.  Parents are invited to the quarterly meetings which will be held at the courthouse. A new team brochure has also been developed and is provided to parents. 

Nicole will be bringing the Birth to Three transition folders for review at the next meeting.

·         PIPP (Programs In Partnership Plan) Our PIPP was updated in June to identify the following program goals:

1) Waupaca County will implement the Primary Coach Approach to Teaming with fidelity.

2) Prioritize and brainstorm ways was to resolve team burnout. 

3) Waupaca County B-3 will seek information and implement strategies to support families with diverse needs (teen moms, poverty, generational, cultural, etc.)

                Our goals are program improvement areas identified by our team.  We were not required to have state driven goals as Waupaca County is in compliance for all indicators

 

·         ECO Surveys:  ECO Surveys will be sent to families for services received from July 2013-July 2014.

 

·         Our Self-Assessment will occur on November 17th at which time we will have technical support from ReSource to assure that as we implement the PCATT that we are doing so with fidelity.

 

 Staff Updates:  We are fully staffed at this time.

 

Toddle Time:  Is on hold for another year due to lack of staff time.  This program will be re-evaluated next fall.

 

Family Resource Center:  New brochures for the 2014/2015 Classes were handed out.

V.      Schedule Next Meeting:  The next meeting date is Thursday, December 18, 2014 at 4:30 pm in the UW-Extension Conference Room.
