Members Present:  Jan Lehrer, Dave Neumann, Dona Gabert, Jerry Murphy, Mary Kay Poehlman, Carl Kietzmann, Dr. Steven Goedderz, Don Aasen

Others Present:  Chuck Price, Shannon Kelly, Lana Draeger, Kasey Kaepernick, Lisa Grasshoff, Brian Fischer, Susan Younger, Jody Muck, Jim Fassbender

 

The regular meeting of the Health and Human Services Board was called to order at 6:00 pm by Chair Jerry Murphy.

 

Public Comment:  None

 

Motion by Poehlman, second by Gabert, to accept the agenda.  Motion carried.

Motion by Kietzmann, second by Lehrer, to approve minutes from December 3, 2014.  Motion carried.

 

Jody Muck was introduced to the Board.  She is interested in serving on the Health and Human Services Board as a citizen member.  We had asked staff members for a citizen member who would be a good representative for our services.  Jody was recommended by staff.  Motion by Poehlman, second by Gabert, to recommend Jody as a citizen member on the Board.  She will be recommended for appointment at the next County Board meeting.  Motion carried.

 

Chair Murphy stated the Mentor LTE request will be after closed session, and the presentation by Kasey Kaepernick and Lisa Grasshoff on Trauma Informed Care and Adverse Childhood Experiences will be after the closed session and after meeting is adjourned.  All DHHS staff have been trained in TIC and ACEs.

 

Action Items
A.   Personnel

1.       Mai Thao has resigned as an Economic Support Worker.  Motion by Neumann, second by Gabert, to accept the resignation.  Motion carried.

2.       Employee Update was reviewed, along with certificates of recognition presented to employees retiring – Gail Schley, Kathy Tucker, Ron Pehlke.  Kristine Ingrouille has been hired as WIC Manager/Nutritionist.  Sammi Jo Kirst has been hired as Environmental Health Specialist.  She had worked with us under contract through UW-Oshkosh.  Sarah Wildes has been hired as Community Employment Specialist at WCI.  Sarah Zblewski has been hired as a Social Worker.  She had done her Internship with us.  Linda Bowman will start Monday as ADRC Clerk.  We are recruiting for PH Nurse, ESS Worker, MH Behavioral Health Nurse, ADRU Manager, and will be recruiting soon for AODA Counselor. 

3.       Mentor LTE was moved later on the agenda after the Closed Session.

4.       AODA JDQ – Ron Pehlke is retiring as AODA Counselor.  We are looking to revamp the position upon his retirement and upgrade the position.  The position is currently at Grade 9 for AODA Counselor, and we would like to have the position be a dual diagnosed clinician position.  When submitting for review it was graded at Level 12.  The difference between the current employee and a new hire would be about $2,600.  Having the position with this requirement, we would be able to bill for services.  Also, having this person under the new CCS position, would allow services to be reimbursed at 100%.  There is potential for AODA assessments and a reduction in contracted services.  Jan asked for the actual grading scale, as the Board is not familiar with what a Grade 9, for example, means.  Shannon reviewed the costs of the position at the different levels.  We will be sending two current staff for AODA assessment certifying.  Motion by Lehrer, second by Poehlman, to send the recommendation on to Finance Committee for action.  The increase is about $2,600 that is not budgeted; however, having a licensed person would provide additional revenue that should be a positive for the budget.  Motion carried.

B.   Finance

      1.   Income Statement overview was reviewed with the Board.  Our out-of-home costs continue to be monitored closely.  Director Price feels the budget is in a good place at this time.

      2.   Payment register was shared with the Board.  Motion by Lehrer, second by Neumann, approve bills.  Motion carried.  Last month, there was a question about BI, Inc.  It is a company for electronic monitoring bracelet for a juvenile that cut off his bracelet.  Question raised on Repco Real Estate, LLC. A report will be made back next month.

 

Reports to the Board

A.   Director’s Report

1.   General Update and Discussion – Personnel issues have been keeping us busy.  Presentation and trainings have been going on.  Training for children & families with Casey Family Programs; Casey Family Programs will continue to provide training and assistance; Presented to St. Mary Magdalene Church in Waupaca on Mental Health Services – past Directors Dennis Dornfeld and Ted Phernetton also attended; CAP Services met with our Management team for educational sharing on services each agency provides; WCHSA Update – Eastern Region meetings may come back as Director and Board Member attendance; Chuck started this month as Vice President of WCHSA and participated in interviews of first ever WCHSA Director; The Rise Together Heroin presentation was at New London High School on January 22; Heroin presentation was also held at Weyauwega High School.  We are seeing an increase in heroin addicts in the County.

2.   Alternate Care Report – working with Lutheran Social Services on a family interaction/parent aide program; parent mentoring with more intensive services.

3.   Mental Health Report was reviewed.  We will continue to monitor mental health inpatient costs.

B.   Announcements and Correspondence

1.   Anthony Foundation has made $5,000 donation to the Senior Nutrition Program, and a $5,000 donation to recreate the Sensory Room at Waupaca County Industries.

Personnel item:  Brian Fischer, CST Social Worker, gave a presentation on mentoring for children.  He is requesting, on behalf of Family and Community Services to hire a Mentor LTE.  Motion by Poehlman, second by Gabert, to approve mentor LTE.  Question raised on qualifications.  The person needs to be able to relate well with families of varying needs.  Motion carried.

 

Motion by Lehrer, second by Poehlman, to adjourn at 7:30 pm.  Motion carried.

 

Kasey Kaepernick and Lisa Grasshoff provided a Trauma Informed Care (TIC) and Adverse Childhood Experiences (ACEs) training to the Board.
