Members Present:  Dave Neumann, Jan Lehrer, Dona Gabert, Jerry Murphy, Mary Kay Poehlman, Carl Kietzmann, Dr. Steven Goedderz, Don Aasen

The regular meeting of the Health and Human Services Board was called to order at 6:00 pm by Chair Jerry Murphy.

 

Public Comment:  None

 

Motion by Lehrer, second by Kietzmann, to accept agenda.  Motion carried.

Motion by Gabert, second by Lehrer, to approve minutes from October 1, 2014.  Motion carried.

 

Public Health Services staff gave a presentation to the Board.

 

Jed Wohlt, Environmental Specialist, gave a review of the program.

Bedbugs have been found in 2 lodging facilities in the County.  Jed has had to take action on the facilities.  One has been going through stepped enforcement procedures with possibly license suspension/revocation soon.

 

There is a new campground code expected in 2015.  Jed has been working with Zoning.

 

Two facilities have had repeated MCL violations.  Jed felt the number was low, considering the number of establishments he licenses. 

 

Responded to a sewage spill in the Pigeon River and provided water sampling parameters.

 

The microbiology lab ran over 320 tests through October, with 100 being private water samples tested.  The cost for the water sample is $20.

 

Jed will begin posting online inspection reports.  All establishments are inspected once per year, with follow-up on certain violations.  Dave questioned the possibility of a star grading, similar to California, that will show how well the restaurant was graded. 

 

He is looking to add testing services, especially when establishment turnover.  Nitrate and arsenic testing will be a new DNR rule for private wells.

 

Jed would like to apply for AHEC – student area health education center for summer students to help with routine sampling.  We wouldn’t have to pay anything other than mileage.

 

Jed is looking to become an agent for the Department of Agriculture.  He anticipates additional revenue for the program and provide more services in the County.  Churches are exempt.  Jed will bring back a request in February for going forward with providing more services within the County.  Motion by Gabert to approve AHEC student internship, second by Poehlman.  Motion carried.

UW-Stevens Point can test for more serious metals.  Information is given out frequently about mold

 

Terri Brooks and Terry Harrington gave updates on the Health Services 140 Review.  Terry Harrington is our Preparedness Specialist and is very active in sharing information on Ebola.  Terri also recognized Terry for her exceptional work on the Health Services 140 Review.

 

Terri gave an update on the Ebola virus disease, how it is spread, and what Waupaca County is doing to prepare.  National, State, and Local health offices are preparing.  We have not gotten any phone calls from the public yet.  Dispatch has been part of preparing.  Jan questioned if dispatch can notify first responders if a person on a call has been in West Africa.  They do not have protective equipment.  We continue to be kept aware of any emergency.  Local Health Departments will be responsible for daily monitoring possibly infected persons for 21 days.  40 travelers in Wisconsin have been monitored, with none having symptoms.

A.      Personnel

a.       There were no resignations to report.

b.      Employee update was shared with the Board.  We have one active recruitment for WIC Director.  We will be recruiting for clerical support for the ADRC soon.

B.      Finance

a.       Income Statement Overview was given by Director Price.  Overall budget continues to stay on track.  This report is through the end of September.  We continue monitoring out-of-home care costs.

b.      Payment register was routed for review.  Motion by Lehrer, second by Neumann, to approve bills.  Motion carried.

 

Reports to the Board

A.      Advisory Committee Meeting Minutes

a.       EIP/FSP/COP Advisory Committee Meeting Minutes of September 25, 2014, were shared with the Board.

B.      Director’s Report

a.       Director Price gave a Director update.  Many activities have been going on since the last meeting.  We will have a new Managed Care Organization coming into the County.  We currently have Community Care.  The new company, Lakeland Care District, will start in January.  This will be the first time since Family Care that our clients will have a choice between providers. 

 

We continued to stay involved with the National Foundation, Casey Family Programs.  Trainers will be coming to Waupaca County in December to train staff on foster care, recruitment, and training foster parents. 

 

On October 8, we took part in a Mental Health Plunge with many community members.  They started at Rawhide on a bus tour with keynote speakers around mental health.  Chuck, Shannon, along with Kathryn Goel and Kasey Kaepernick, gave presentations to the group.  They finished up at King, including the faith based community.  There will be a follow-up meeting on November 17 to look at gaps identified and how can ThedaCare provide assistance to those gaps.

 

On October 16, we closed down the agency for the morning for an all staff training.  The day included champion staff to assist with the training.  There were 4 groups sharing information on becoming the center of excellence.  On October 30, the Management team spent the day together in a retreat.  The managers spent time focusing on strengths.  It was a very good learning tool with building communication.  Dr. Fico presented to the managers in the afternoon. 

 

Chuck shared the Trauma Informed Care Principles with Board members that was shared with all staff.

 

WCI has been having celebrations, looking at having one of their best years ever for production.  There was a big celebration at WCI for staff and members with one of the contracting agencies providing Dilly Bars for all.  Chuck and Shannon had opportunities to go to Converting in Clintonville and Sturm Foods in Manawa to recognize the work being done. 

 

We applied for a TIC Cognitive Behavioral Health Trauma Grant.  We received that grant and got a scholarship to cover the cost  Allison Fries, our Child Development Specialist, will be going through the 18-month evidenced based practice to dealing with cognitive health for age group 0-5. 

 

b.      Alternate Care Report was reviewed.  We received word that we have been accepted for Alternative Response for child protection, which may help with the numbers of children in out of home care.  We would partner with families immediately from the beginning, rather than going to court.

 

c.       Mental Health Expense Report was reviewed.  Nothing new to report in this budget. 

 

C.      Announcements and Correspondence

a.       2015 Board meeting schedule was shared with the Board.
