Members Present:  Elizabeth Tautges, David Neumann, Don Morgan, Jim Boyer, Jan Lehrer, Jerry Murphy, Don Aasen

Members Excused:  Dr. Steven Goedderz

Staff Present:  Chuck Price, Lana Draeger, Linda Behm, Gene Ruppert, Shannon Kelly, Heidi Dombrowski, Mandy Welch

Others Present:  UWGB RN students - Samantha Everard and Anais DeBaker.

 

The regular meeting of the DHHS Board was called to order at 6:00 pm by Chair Gerald Murphy.

 

Public Comment:  None

 

Motion by Lehrer, second by Neumann, to accept agenda, moving the closed session up prior to action items.  Motion carried.

 

Motion by Boyer, second by Lehrer, to approve minutes from June 6, 2012.  Motion carried.

 

Motion by Lehrer, second by Neumann, to adjourn into closed session Pursuant to WI State Statutes 19.85 (1)(c) for the purposes of reviewing the performance of county employee.  Roll call: Tautges: yes; Neumann: yes; Morgan: yes; Boyer: yes; Lehrer: yes; Murphy: yes.  Motion carried.  Aasen joined the meeting during the closed session.  Motion and second were made to adjourn from closed session and return into open session.  Roll call: Tautges: yes; Neumann: yes; Morgan: yes; Boyer: yes; Aasen:  yes; Lehrer: yes; Murphy: yes.  Motion carried.

 

Linda Behm introduced two RN’s from UW-GB.  Both are pursuing a Bachelor’s Degree.  One of the requirements is to attend a DHHS Board meeting.

 

Shannon Kelly was introduced as the new Manager in the Family and Community Services Unit.  She comes to us from Children’s Hospital of Wisconsin. 

 

Action Items

A.    Finance

1.      Income Statement Overview.  Director Price reviewed the revenues and expenses.

2.      Motion by Lehrer, second by Neumann, to approve bills.  Motion carried.

B.     Group Home Discussion

Gene Ruppert and Chuck Price reviewed information regarding our current group homes.  We currently own two group homes, one in New London and one in Clintonville.  These homes were established for clients coming out of institutions, and Waupaca County was responsible for their care.  With family care, the county is no longer responsible for their care and we do not provide staff.  Clarity Care now does the cares for the clients, and we are the landlord of the homes.  Gene and other WCI maintenance staff do the maintenance on the properties, and we are responsible for the maintenance of the homes.  There is about $50,000 of revenue from the homes.  We need to look at options with the homes, whether to have other Departments, such as Property Committee, take over; whether to look at selling the homes; whether CAP Services or Clarity Care might be interested in buying the homes; whether there are other options to the homes.  Don Morgan questioned the values of the homes.  The homes have not been appraised.  Jerry Murphy stated we need to know more about the budget and where the revenues go.  The Board will continue to talk about options.  Dave Neumann questioned if home values could be brought back to the next meeting, along with actual costs of maintaining the homes.  More information will be brought back in a future meeting.

C.     Personnel

1.      Resignations/Retirements – There were no resignations or retirements to report over the last month.

2.      Employee Update –Interviews are tomorrow for vacant Economic Support position.  Job Description is being finalized for the Manager position in the Community Behavioral Health Unit.

 

Reports to the Board

A.    Advisory Committees

1.   Board Member and Advisory Committee Updates were shared with the Board.

B.     Financial Reports

Alternate Care and Mental Health reports were not available due to timing and running these reports after the last day of the month.  We are looking at regional responses to serve kids better in the community, similar to Gateway house for adults.

C.     Director’s Report

1.      General Update and Discussion – Over the last two days, there has been training for child protective services, juvenile justice, and children’s long term support services workers.  There are stressful parts of jobs that take a toll on employees, and this training is to help support staff through daily stressors.  A survey was conducted recently with our staff in these areas that measured job satisfaction, burnout, and secondary traumatic stress.  The numbers we need to focus on the most are for staff that have been with us for five years or less, as they have high numbers in stressors that cause turnover.  Child Welfare Training Partnership at UW-Green Bay is involved with this training.  There has been a tremendous amount of turnover in this area over the past number of years.  We want to recognize those staff and support them.  We will look at introducing this across other Units in the Department in the future.  Chuck was on the NEW Partnership Steering Committee about 5 years ago when he was with another county, so he is passionate about this endeavor.  Our Department has created a Guiding Coalition and a Social Committee to look at staff support and fun activities.  The Coalition is also starting a newsletter that will be out soon that will include Department updates.  Dave Neumann wanted to let the staff know the Board will do what it can to support staff, and said what they do is important and they are valued employees.

2.      WCHSA Region has a quarterly meeting on July 20.  If anyone would like to go, contact Lana, and she will register you.

3.      Chuck has a conflict with the August 1 meeting.  Jerry questioned whether we could move the meeting up one week or back one week.  The next meeting will be August 8. 

4.      We will be heading into budget season.  We haven’t received information yet on budget information.  Lana will send an email survey to Board members to possibly look at an additional meeting.

 

Motion by Aasen, second by Lehrer, to adjourn meeting at 7:25 pm.  Motion carried.
