COMMITTEE ON AGING MINUTES

July 30, 2013

 

This meeting and all other meetings of this committee are open to the public. Proper notice has been posted and given to the press in accordance with Wisconsin statutes so that the citizenry may be aware of the time, place, and agenda of this meeting.

 

Chairperson Patricia Craig called the meeting to order at 9:00 a.m. at the Waupaca County Courthouse, 811 Harding St., Waupaca, WI.

 

MEMBERS PRESENT: Wayne Laux, Kenneth Renning, Mary Mathwig, Mary Kay Poehlman, Steve Stead, Patricia Craig, and Janice Lytie.

 

MEMBERS EXCUSED: None

 

MEMBERS ABSENT: None

 

ALSO PRESENT: Christie Gonwa, Peggy Strey, Beverly Laux, Darlene Kramer, Steve Beilfuss, Josh Eggeman, and Sarah Halstead.

 

I.       ADOPTION OF AGENDA:

Motion by Wayne Laux, seconded by Mary Mathwig, to approve agenda. Motion carried.

 

II.    REVIEW AND ACCEPT MINUTES OF MAY 28, 2013: Motion by Kenneth Renning, seconded by Mary Mathwig, to approve minutes as presented. Motion carried.

 

Public Comment:  None

 

III.    ADRU COMMENTS REGARDING OLDER AMERICANS ACT REDUCED FUNDING 2014+ SEQUESTRATION

Current figures suggest funding levels at those of 2012 les 10%. This has prompted intense review of our processes which will most likely lead to some reductions and reconfiguration.  Christie is meeting with Congressman Reid Ribble’s staff later today to discuss Older American’s Act funding needs.

 

The not for profit account is set up now and we are accepting deposits. The money is segregated and slowly rising – mostly due Patrick Enright’s efforts. He is walking the Ice Age Trail in support of the nutrition sites.

 

A brief introduction of the group ensued as there were additional attendees due to the RFP opening.

 

IV.     NUTRITION PROGRAM

A.  Opening of 2013-2015 Meal Proposals- RFP’s were received by Steve and Mary’s Main Street Café, Bethany Home, Lakeview Manor, and St. Joseph’s Residence. Clarification made to RFP period of years 2014-2016.

Formal approval of caterers for Iola, Manawa, and New London sites to occur at September COA Meeting.

*Steve & Mary’s to resubmit bid w/cost to include bulk food delivery. Contact will be made with St. Joseph’s apprising them of current status.

**No bids received for Iola/Manawa sites. Believe current caterer interested in continuing services. Christie will make contact to determine interest.

 

C.  Explanation of Terms other than Standard Contract – bulk food delivery now a part of the 3-year contract.

D.  Recommendations by site

Q. Is the quality of meals considered in the selection?

A. The meals must meet a defined standard and quality is expected. If quality issues are of concern, the site managers are to report them to supervisor Christie Gonwa.

 

E.  Possible Action – Preliminary Award of Contract – if any or recommendations for negotiations.

Motion by Steve Stead and seconded by Wayne Laux to accept bid of Steve & Mary’s Main Street Café for

Marion and Clintonville sites for 3-year period of 2014-2016. Motion carried.

 

Motion by Steve Stead and seconded by Wayne Laux to accept bid of Bethany Nursing Home for Waupaca and Weyauwega sites for 3-year period of 2014-2016. Motion carried.

 

Iola, Manawa, and New London site caterers to be formally approved at September committee meeting.

V.        ADRC/AGING DIRECTOR GENERAL REPORT – Christie Gonwa

A.     BENEFIT SPECIALIST PERSON HIRED – Peggy Strey has been awarded Kathy Austin’s position as Kathy is retiring on 9/3/2013.

B.  Action – ADRC Information and Assistance Staff need with budget (from ADRC funds/YES county levy); current enrollment stats: Christie explained ADRU Position changes that she will request approval for at the August 7, 2013 DHHS Board meeting. They are: elimination of Peggy Strey’s Secretary I position; increase of hours for Volunteer Coordinator Kristine Wiegman from .80 to 1.0 FTE (who will absorb a large portion of Peggy’s work) and an additional Social Work staff person, whose time will be split between ADRC and Adult Protective Services. No action is needed on this proposal since these changes are budget neutral.

C.  Action   - Community Living Specialist Staff need (from Money Follows the Person Funds/no county levy); current relocation stats: Additional .50 FTE.  No action needed on this as the position is to be shared with Outagamie County has been hired to assist us with this need.

D.  COA Membership Attendance – The COA by-laws ended with the formation of the ADRC. Members were asked to think about future discussion on what to do when members do not attend meetings.

E.  Veteran Member Advocate discussion – for future discussion

F.   Legislative Advocate – for future discussion

G. Disabled Person Advocate – for future discussion

H. Committee on Aging Board member Job Description – Will be included with next month’s meeting packet for for future discussion

I.    ADRU Staff job Descriptions – Christie will be contacting HR to see if a formal change to the Volunteer Coordinator position job description is required due to the increased hours and inclusion of nutrition related job responsibilities.

J.   Will Hike for Meals – Pat Enright will continue  walk the Ice Age Trail this fall as a benefit to the nutrition program.

 

VI.     AGING NETWORK REPORT

A.  GWAAR Program Update – Have been keeping us apprised of funding and legislator action. Our goal is to preserve the nutrition programming.

B.  Other – None

 

VII.  NUTRITION PROGRAM

A.  Site Updates – We are looking at relocating our Weyauwega site per the direction of GWAAR. Christie and site manager Caroline Webb are meeting with one of the local churches for consideration of this option.

 

VIII.           OTHER

MTM (Logisticare’s replacement) takes over on August 1st.

 

IX.  NEXT MEETING –September 24, 2013 – Waupaca County Courthouse, 811 Harding St., Waupaca. 9:00 AM.
