MEETING MINUTES

December 13, 2013

Chair Federwitz called the meeting to order at 9:30 a.m.

 

Present:  Chair DuWayne Federwitz, Suprs. Joe McClone, Don Morgan, Mary Kay Poehlman, Darrell Handrich, John Penney

 

Also present:  Heidi Dombrowski, Dean Steingraber, Brad Hardel, Rob Reath, Roger Holman, Andy Carlin, Leighton Trice, Mary Robbins

 

Supr. Federwitz gave the open meeting statement.

 

Motion by Supr. Poehlman, seconded by Supr. Handrich to approve the agenda.  Motion carried.

 

Supr. Federwitz reviewed the intent of the CIP Impact Committee. 

 

Heidi Dombrowski reviewed the previous $13,359,000 bonding issue.  Supr. Federwitz recommended doing 3 year bonding packages. 

 

The video and audio upgrade for the courtrooms was originally going to be in the 2014 budget.  When the task force reviewed the projects that were in the budget, the video and audio upgrade costs were not finalized.  The equipment upgrade needs to be completed earlier than expected and will need to be funded another way. 

 

“Task Force” Recommendation for Capital Projects 2014-2017:

 

Parking Lot Paving – The project has been on the waiting list for 3 years.  Dean Steingraber thinks the parking lot is good for another 1-2 years, or possibly 3 years, with crack filling and seal coating. 

 

Emergency Management Fire Frequency System – Andy Carlin explained the radio frequencies and how they work with the towers with and without repeaters along with the problems with the radios. 

 

PTF Scale – Should have been replaced about 5 years ago.  The scale was installed in 1994 and was given a life of 20 years. 

 

Fairground Commercial Building Roof Replacement – The building was built in 1984 and the roof is now leaking.  Repair work has been done but roof replacement is necessary.

 

Fairgrounds Goat Barn – The building was built in 1973 and the roof has rusted out and needs to be replaced. 

 

Fairgrounds Grandstand Pavilion – Has been a project going on for 5 years.  It is currently 2 buildings side by side.  The roof needs to be replaced, side areas need to be fixed up.  The cost to replace the buildings would be approximately $300,000. 

 

Boat Landings/Trails - The boat landings at Dake and Miner lakes are in rough shape.  Concrete boat launches are very expensive.  Concrete logs cost less but there is more maintenance involved.  Roger is asking that if the boat landings are funded they are looking for matching funds from some organization.  Fisherman’s landing under the Highway 10 bridge is eroding.  Roger asked the Highway Department for an estimate to rip rap the whole shoreline and fix up the landing.  Roger is looking for a grant to have it fixed. 

 

Trails – It could be pulled from the bonding package if the money is not available.  The State may have grant money available but Roger would need matching funds.  

 

Sea Wall at Gill’s Landing – Roger feels he could get a grant.  The sea wall was installed in 1987 and 1989 with a life of 20 years.  Sections have been replaced but the wall is failing.  Grant money is available for replacement. 

 

Cold Storage Building – Parks & Rec. stores equipment in 4 or 5 different places which is not efficient.  The cold storage building would be located next to the current shop at the PTF. 

 

Supr. Federwitz suggested that we keep the $1.61 instead of raising it to $1.63.  Leighton would remove the parking lot paving to keep it at $1.61.  Long term projects 2015—Courtrooms pulled, parking lot pulled, trails pulled for a total of $410,000. 

 

Highway/Roads in Waupaca County:

 

Supr. Federwitz wanted to reaffirm to the committee that they are committed to $4 million for 6 years.
