CIP IMPACT COMMITTEE

April 25, 2011

The CIP Impact Committee met on April 25, 2011 in Room LL43.

Chair DuWayne Federwitz called the meeting to order at 11:00 a.m. and read the open meeting statement.

 

Members Present:  Supr. DuWayne Federwitz, Supr. Paul Hagen, Supr. Joe McClone, Supr. Jim Boyer,  Supr. Darrell Handrich and Supr. Don Morgan. Others Present:  Supr.  Dave Johnson, Supr.  Patricia Craig and Finance Director, Heidi Dombrowski.

 

Round Table Discussion:  Each Supervisor introduced and gave a brief background of themselves.  Federwitz showed pictures of County Highways in need of reconstruction.   Supr. Paul Hagen requested to see where these roads were located.  The Committee discussed that the next meeting would be set up to tour some of the County Trunk Highways that are in need of reconstruction.  In addition, Supr. Federwitz indicated that he had done research on how other surrounding Counties reconstructed their highways.  He indicated that Outagamie and Shawano mirror the reconstruction projects as Waupaca County, and Waushara County does more of an overcoat on their roads.  These differences would most likely be linked to the soil base in the Counties.

 

Heidi Dombrowski gave an update on history of CIP Bonding Projects and interest rates.  Also, reported on what future CIP estimates would look like as given by the Financial Advisors, Ehler’s and Associates.

The Committee discussed the cost to continue to maintain these highways in need of reconstruction vs. the cost to reconstruct.  They also discussed the need to bond for these construction projects, but that at some point when the roads are reconstructed the bonding must end, and the cost to maintain would be continued under the tax levy. 

 

The next meeting was scheduled for 2:30 p.m. on May 11, and Supr. Federwitz would get a hold of Dean Steingraber, Highway Commissioner to facilitate a tour of the roads that are in need of reconstruction.

 

Ajourn.   A motion was made by Supr. Jim Boyer to adjourn the meeting at 12:00 p.m.  Supr. Hagen seconded the motion.  Motion Carried.
