MEETING MINUTES

January 20, 2014

Chair Federwitz called the meeting to order at 9:30 a.m.

 

Present:  Chair DuWayne Federwitz, Suprs. Joe McClone-excused, Don Morgan, Mary Kay Poehlman, Darrell Handrich, John Penney

 

Also present:  Heidi Dombrowski, Roger Holman, Andy Carlin, Leighton Trice, Dave Thiel, Don Peterson, Bob Reath and Mary Robbins

 

Supr. Federwitz gave the open meeting statement.

 

Agenda:  Supr. Penney moved and Supr. Handrich seconded the motion to approve the agenda.  Supr. Poehlman moved and Supr. Penney seconded the motion to amend the agenda to add approval of minutes.  Motion carried as amended.

 

Supr. Handrich moved and Supr. Penney seconded the motion to approve the minutes of the previous meeting.  Motion carried without a negative vote.

 

Chair Federwitz updated the committee on the Ad-Hoc Sub Committee for review of farmland for sale around Lakeview Manor proper.  Two meetings were held and the committee recommended not selling the farmland and keeping the rental agreement.  The rationale on retaining the farmland for the price does not make economic sense.  The Marginal land of 100 acres they will pursue selling and the profits would to back into the general fund.  After listening to Administrator Melissa Drews and Business Manager Melissa Goke and Carrie Baxter-Crist that committee was in favor of the remodeling of Lakeview Manor for the 1.3 million dollars.

 

Discussion on adding the fiber optic component to the capital improvement projects in the amount of $575,000.  The bids may come in lower and we would be able to use some of that money towards this project.  Since Lakeview is being remodeled it makes sense to include this at the same time.

 

Finance Director Heidi Dombrowski reviewed the process for 2014-2017 CIP Bonds.

 

There will be two resolutions presented in March for the bonding package.

  1.  Not too exceed $13,815,000 CIP Projects and Fiber Optic Project to Lakeview Manor
  2. Not too exceed $1,315,000 remodeling two wings at Lakeview Manor for Assisted Living and CBRF (Community Based Residential Facility)

 

Both options will require a ¾ vote of the members-elect of the County Board.  Heidi will explain this at County Board. 

 

At the County Board meeting Jim Loughrin will give introductions, then DuWayne Federwitz will give opening remarks on borrowing, Heidi will present the process and then we will finish up with Lakeview Administrator Melissa Drews giving an update on the Lakeview Manor project.

 

Adjourn.  Motion:  Supr. Penney moved and Supr. Morgan seconded the motion to adjourn the meeting at 11:00 a.m.  The motion was carried, meeting adjourned.
