SPECIAL SESSION

April 4, 2014

 

Chair Koeppen called the meeting to order at 9:00 a.m. with 27 members present.

 

Present:  Suprs. Aasen, Barrington, Boyer, Craig, Ellis, Federwitz, Flease, Gabert, Handrich, Johnson, Jonely, Kietzmann, Koeppen, Kussmann, Loughrin, Mares, McClone, Morgan, Much, G. Murphy, T. Murphy, Neumann, Penney, Peterson, Poehlman, Sorensen, Zaug. 

 

Chair Koeppen made the open meeting statement that this meeting and all other meetings of this board are open to the public.  Proper notice has been posted and given to the press, in accordance with Wisconsin Statutes so the citizenry may be aware of the time, place and agenda of this meeting.

 

A moment of silent meditation was observed followed by the Pledge of Allegiance. 

 

Supr. Zaug moved and Supr. Much seconded the motion to approve the amended agenda.  Resolutions No. 47 and 48 were added on April 2, 2014.    Motion carried 27-0.  Passed the 4th day of April, 2014. 

 

CATALYST HEALTH, LLC

Lori Koeppel, RN, NHA

 

Lakeview Manor Acting Administrator Melissa Drews introduced Lori Koeppel, president of Catalyst Health LLC, a long-term care consulting firm.  Lori Koeppel spent 2 days at Lakeview Manor observing the residents and their needs.

 

Supr. Federwitz reported on the capital improvement planning process and Todd Taves of Ehlers & Associates reviewed the bonding issue. 

 

RESOLUTION NO. 40 (2013-2014)

INITIAL RESOLUTION AUTHORIZING THE ISSUANCE OF

$13,815,000 GENERAL OBLIGATION PROMISSORY NOTES
FOR CAPITAL PROJECTS

 

BE IT RESOLVED by the Board of Supervisors of Waupaca County, Wisconsin (the "County") that there shall be issued, pursuant to Chapter 67, Wisconsin Statutes, general obligation promissory notes in an amount not to exceed $13,815,000 for the public purpose of paying the cost of projects included in the County’s 2015-2017 capital improvement plan, including highway projects, park and fairgrounds improvements, an upgrade of the Sheriff's Department fire frequency system and highway frequency system, acquisition of equipment for the Solid Waste/Recycling Center and a fiber optic project for Lakeview Manor.  There shall be levied on all the taxable property of the County a direct, annual, irrepealable tax sufficient to pay the interest on said notes as it becomes due, and also to pay and discharge the principal thereof.

 

Supr. Federwitz moved and Supr. Poehlman seconded the motion to adopt Resolution No. 40 (2013-2014).  Supr. Craig moved and Supr. Kussmann seconded the motion to amend the resolution to remove the $300,000 Grandstand Pavilion from the bonding package.  Motion fails 5-22 with Suprs. Federwitz, Koeppen, Handrich, Much, T. Murphy, Aasen, Peterson, Sorensen, Boyer, Poehlman, McClone, G. Murphy, Ellis, Johnson, Morgan, Jonely, Flease, Gabert, Zaug, Neumann, Loughrin, and Barrington voting no.  Original motion carried 27-0.  Passed the 4th day April, 2014.

RESOLUTION NO. 41 (2013-2014)

INITIAL RESOLUTION AUTHORIZING THE ISSUANCE OF

$1,315,000 GENERAL OBLIGATION PROMISSORY NOTES
FOR LAKEVIEW MANOR REMODELING PROJECT

 

BE IT RESOLVED by the Board of Supervisors of Waupaca County, Wisconsin (the "County") that there shall be issued, pursuant to Chapter 67, Wisconsin Statutes, general obligation promissory notes in an amount not to exceed $1,315,000 for the public purpose of paying the cost of a remodeling project at Lakeview Manor and related improvements.  There shall be levied on all the taxable property of the County a direct, annual, irrepealable tax sufficient to pay the interest on said notes as it becomes due, and also to pay and discharge the principal thereof.

 

Supr. Barrington moved and Supr. Mares seconded the motion to adopt Resolution No. 41 (2013-2014).  Motion defeated 18-9 with Suprs. Kussmann, Handrich, Much, Boyer, Poehlman, Ellis, Morgan, Kietzmann, and Neumann voting no. 

 

Chair Koeppen called for short recess.  Chair Koeppen called the meeting to order.

 

RESOLUTION NO. 47 (2013-2014)

 

Subject: Donald J. Peterson, County Board Supervisor, Dist. 9

 

WHEREAS, Supr. Peterson served with distinction, efficiency, integrity and honor on the Waupaca County Board of Supervisors from April, 2000 until April 2014, 14 years as an elected member of this Board; and

 

WHEREAS, Supr. Peterson’s valuable input serving on Agriculture, Education & Extension, Land & Water Conservation, Water Quality and Committee on Aging, as well as, numerous other committees throughout the years will be greatly missed.

 

NOW, THEREFORE, BE IT RESOLVED that the Waupaca County Board of Supervisors hereby commend Supr. Peterson for his years of faithful and exceptional services and wish him continued success and happiness in the years to come.

RESOLUTION NO. 48 (2013-2014)

 

Subject: Donald Morgan, County Board Supervisor, Dist. 19

 

WHEREAS, Supr. Morgan served with distinction, efficiency, integrity and honor on the Waupaca County Board of Supervisors from April, 2010 until April 2014, 4 years as an elected member of this Board; and

 

WHEREAS, Supr. Morgan’s valuable input serving on Public Property, Solid Waste Board and Redistricting, as well as, numerous other committees throughout the years will be greatly missed.

 

NOW, THEREFORE, BE IT RESOLVED that the Waupaca County Board of Supervisors hereby commend Supr. Morgan for his years of faithful and exceptional services and wish him continued success and happiness in the years to come.

RESOLUTION NO. 45 (2013-2014)

 

Subject:  Lloyd Mares, County Board Supervisor

 

WHEREAS, Supr. Mares served with distinction, efficiency, integrity and honor on the Waupaca County Board of Supervisors from his appointment in January 1997,  until April 2014, 17 years as an elected member of this Board; and

 

WHEREAS, Supr. Mares valuable input as Chair of the Public Property Committee, Agriculture and Extension, Criminal Justice, Lakeview Manor, Parks & Recreation, Highway Committee, Board of Adjustment and numerous committees throughout the years will be greatly missed.

 

NOW, THEREFORE, BE IT RESOLVED that the Waupaca County Board of Supervisors hereby commend Supr. Mares for his years of faithful and exceptional services and wish him continued success and happiness in the years to come.

RESOLUTION NO. 46 (2013-2014)

 

Subject: James Loughrin, County Board Supervisor, Vice Chair

 

WHEREAS, Supr. Loughrin served with distinction, efficiency, integrity and honor on the Waupaca County Board of Supervisors from his appointment on August 21, 1990  until April 2014, 24 years as an elected member of this Board; and

 

WHEREAS, Supr. Loughrin’s valuable input as Vice Chair of the County Board, Chair of the Finance/Human Resource/Information Systems Committee, Agriculture, Education & Extension, Emergency Management, Land Information Council, Board of Adjustment and numerous other committees throughout the years will be greatly missed.

 

NOW, THEREFORE, BE IT RESOLVED that the Waupaca County Board of Supervisors hereby commend Supr. Loughrin for his years of faithful and exceptional services and wish him continued success and happiness in the years to come.

Chair Koeppen placed the correspondence concerning Lakeview Manor on file in the County Clerk’s Office. 

 

Supr. Aasen moved and Supr. Peterson seconded the motion to adjourn.  Motion carried 27-0.  Chair Koeppen declared the meeting adjourned at 11:45 a.m.
